Description
BLM-CO Sand Gulch Campground Expansion - Amend 2 The purpose of this amendment is to provide additional info on the vault toilet deliveries. Some vendors have reported long lead times for vaults which may make it impossible to meet the required delivery date. If this issue comes up during the evaluation, the Government will be flexible on the final delivery date, break the project into two phases (site prep and other construction and vault toilet installation with separate Notices to Proceed and may only require the performance and payment bonds for the applicable phase of construction. Be sure to include these details in your technical response if this is part of your plan. Low Price Technically Acceptable is still the basis of award. This is a solicitation announcement for a campground expansion project located at the Bureau of Land Management Sand Gulch Campground near Canon City, Colorado. Sand Gulch Campground is 13.5 miles North of Canon City on County Road 9. Sand Gulch Web Site: https://www.blm.gov/visit/sand-gulch-campground Period of Performance: Aug - Dec 2023 Rough Order of Magnitude - Between $250,000 and $500,000. Pre-Bid Site Visit: 10 July - 10:00 AM as previously announced in pre-solicitation amendment on June 27th. Meet at the campground. Basic Contracting Requirements: 1. Active Registration - www.sam.gov - check it now please. Updates and registrations have been taking longer than they used to due to the transition from the DUNS number to the UEI. If having issues, don't pay anyone. Free assistance is available at your local PTAC - https://www.aptac-us.org/ 2. Invoicing and Payment - www.ipp.gov - 14 day prompt pay with progress payments 3. FAR Part 15 - Contracting by Negotiation 4. FAR Part 36 - Construction Provisions and Clauses 5. Davis Bacon Act Wages for Fremont County, CO 6. Total Small Business Set-Aside for NAICS 237990 - Size Std: $45M 7. Bid, Performance and Payment Bonding 8. Type of Contract - Firm Fixed Price 9. Basis of Award - Low Price Technically Acceptable Minimum Requirements for Responsive Bid: (See Section M for more info) 1. Filled in, priced, signed SF1442, acknowledgement of amendments, including the schedule of Items. 2. Bid Bond 20% of price 3. Technical Response detailing your plan of action, equipment, crew and supervisor, supplies and at least 3 contactable references who can attest to your responsibility in performing projects of this size and scope. 4.
