NOTICE OF INTENT to Sole Source SOLICITATION NUMBER: NIMH-23-005732-NOI TITLE: �vDAQ� all in one high-speed Data Acquisition System NAICS CODE: 513210 � Software Publishers RESPONSE DATE: �8/9/23 PRIMARY POINTS OF CONTACT: Jeff Moore Jeff.Moore@nih.gov Christine Frate Christine.Frate@nih.gov DESCRIPTION: INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). vDAQ� all in one high-speed Data Acquisition System including ScanImage Computer Workstation and an all in one data acquisition card for microscope control with ScanImage. Salient characteristics The vDAQ system from MBF bioscience is an all-in-one data acquisition/control system platform designed for demanding microscope-based applications that require high bandwidth analog signal digitization combined with high accuracy analog output. Combining various IO options onto a single FPGA platform enables low latency closed-loop control regimes. salient vDAQ includes a powerful Xilinx Kintex UltraScale FPGA for high-performance real-time processing of data. On-board DDR3 DRAM and a high- speed PCI Express host interface provide flexible options for storing and transferring high bandwidth data streams. vDAQ comes with required cables and breakout accessory for signal connections. vDAQ supports at least 2 PMT channels, sampled at a high speed up to 2.7GHz, 12bit. It�s able to be synchronized to triggers and clocks such as laser clock. It is equipped with 12 analog inputs, 12 analog outputs, and 32 Digital IO�s. All the inputs and outputs receive or provide a signal of -10~+10V, and all of them can be independent frame clocks with crosstalk. It enables time correlated single photon counting with sub nanosecond dead time. It�s able to do simultaneous photocurrent integration and photon counting, and time demultiplexing with up to 32 bins for 80 MHz laser source. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 513210 � Software Publishers with a Size Standard of $47.0M REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-04 dated June 02, 2023. DESCRIPTION OF REQUIREMENT The optogenetics experiments conducted by the National Institute of Mental Health (NIMH), Unit on Neural Computation and Behavior (UNCB) require data acquisition system to have the ability to control multiple devices besides basic imaging and stimulation ones and receive their feedbacks without crosstalk. The Unit on Neural Computation and Behavior (UNCB) investigates the function of cortical network activity in-vivo by employing optogenetic stimulation. It is believed that the activity patterns across the neuron network serves as the fundamental building blocks of the cortical function. However, comprehending how the brain utilizes the activity patterns across the networks has been challenging for the scientific community. To study that, besides a basic two-photon microscope, the experiments require adding many functions to the hardware and software, such as (but not limited to) radio-rate (RF) stack imaging and motion correction during imaging and opto-stimulation. However, integration of these functions requires the data acquisition system having enough input and output ports and GHz sampling rate. The primary obstacle is our current traditional National Instrument DAQ is not equipped with those. The new vDAQ system accomplishes and facilitates variety of experiments on the neurons. Advancements in these experiments will yield insights into the workings of the brain and contribute to the design and development of interventions for enhancing mental health. Delivery is expected within 30 days after receipt of order. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION During market research, we surveyed and were unable to identify another product is available for purchase that would provide the same functionality. MBF Bioscience is the sole manufacturer and distributer of the products identified in this Notice of Intent and determined no substitutes are available. The intended source is: MBF Bioscience- Vidrio Technology division 19955 Highland Vista Drive, Suite 150 Ashburn, VA 20147 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity Identifier ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, NIMH-23-005732-NOI.
