- REQUIREMENT TITLE:� FMS F-16 Canopy Sill, Canopy Frame, & Bulkhead Repairs Sources Sought Synopsis Number:� FA823223RUBHCSL Notice Type:� Sources Sought Synopsis 1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The Government does not intend to award a contract on the basis of this�notice�or to otherwise pay for the information solicited.� 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 488190, Other Support Activities for Air Transportation, which has a corresponding Size standard of $40M.� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code if applicable.� Additionally, please provide any anticipated subcontracting or teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.� Program Details: This Foreign Military Sales (FMS) effort includes but is not limited to the specific structural repairs outlined below: Contract Field Team(s) (CFT) to conduct depot-level maintenance on F-16 aircraft.� Replace F-16 Canopy Sill Longeron (Left and/or Right Longeron(s)) on A/B/C/D Models on all fielded block F-16s.� Removing and replacing the 16B1103 (A/C Models) or the 16B2103 &2101 (B & D Models).� This removal and replacement will consist of ensuring the aircraft is safe for maintenance and properly supported (with proper jacks at the appropriate jacking points); Induct aircraft into a depot-level maintenance status; removal of all skins, brackets, supports and other structures to ensure removal does not cause damage on surrounding structures; match drill the new part for perfect fit; installation of new part(s); follow-on maintenance to exclude team from conducting operational checkouts, i.e. working with the host unit to refinish affected areas (prime and paint internal cockpit areas/and external areas affected by repairs); and give aid to host unit with cockpit pressurization issues if any arise.� CFT shall perform any depot-level contingency maintenance not foreseen within the scope of the aforementioned major repair.� CFT will coordinate with Lockheed Martin for special tooling or master tooling as needed. Contract Field Team(s) to conduct depot-level maintenance on F-16 aircraft.� Replace or repair F-16 major bulkheads, both upper and lower segments on A/B/C/D Models on all fielded block F-16s.� This removal and replacement or additional repairs will consist of ensuring the aircraft is safe for maintenance and properly supported �(with proper jacks at the appropriate jacking points); Induct aircraft into a depot-level maintenance status; removal of all skins, brackets, supports and other structures to ensure removal does not cause damage on surrounding structures; match drill the new part for perfect fit; installation of new part(s); follow-on maintenance to exclude team from conducting operational checkouts, i.e. working with the host unit to refinish affected areas (prime and paint internal fuel cell areas/and external areas affected by repairs); and give aid to host unit with fuel cell leaking or pressurization issues if any arise.� CFT shall perform any depot-level contingency maintenance not foreseen within the scope of the aforementioned major repair.� CFT will coordinate with Lockheed Martin for special tooling or master tooling as needed. Repair F-16 B/D Model (2-Seater) canopy frame to include canopy arches. Contractor must have the Lockheed Martin Approved F-16 2-Seat Canopy Fixture(s) or ability to obtain them.� This repair could consist of replacing many integral structures where corrosion has consumed stiffeners, stringers, longerons, webs, ribs or other structures that have been deemed unrepairable by F-16 System Program Office, or the Technical Coordination Group.� This repair requires capabilities to fabricate structures, ensure proper heat treat, ensure coatings, plating�s and finishes are compliant with the 1F-16()-23;�and give aid to host unit with cockpit pressurization issues if any arise.� CFT shall perform any depot-level contingency maintenance not foreseen within the scope of the aforementioned major repair.� Contractor will coordinate with Lockheed Martin for special tooling or master tooling as needed. This is a Foreign Military Sales effort to include one or more FMS countries. Foreign participation is authorized. The Government intends to utilize a single contractor for this effort. 3.� Contractor capability questions: Capability Survey Questions 1. Provide your suggested NAICS code. 2. Are you anticipating your company to be a prime contractor or a subcontractor? 3. Are you anticipating a teaming arrangement? a. Any responses on teaming agreements should delineate between the expected work accomplished by the prime and work accomplished by the teaming partners. 4. What is the anticipated lead time for repairs? 5. Does your company have any agreements or relationship with Lockheed Martin Aerospace F-16 Division to obtain special tools if needed? Financial Information Describe financing methods customarily provided by buyers in this industry (industry defined by the NAICS code or by providing this type of requirement). Note:� the USG is not authorized to make advance payments (payments before costs are incurred or work is completed). General Capability Questions: 1. Briefly describe in one to two (1-2) pages the capabilities of your company and the nature of the goods and/or services you provide.� Include a description of your staff composition and management structure to accomplish the work. 2. Describe your company's experience on previous projects similar in complexity to this requirement: please include contract numbers, a brief description of work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Does your company have experience replacing bulkheads or major structural components working mainly from 2D drawings and not necessarily from process orders or organized procedures? 4. Does you company have any experience with additional structural repairs? 5. Are there specific requirements in the documentation that would currently preclude your product from being a viable solution to our requirement? 6. Responses are limited to 2-3 pages 4.
