Description
This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 611420. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The following VAAR policies and clauses will be applicable to this requirement if an SDVOSB/VOSB entity is interested and qualified in this requirement: limitations on subcontracting requirements set forth in 15 U.S.C. ยง 657s and in VAAR 852.219-10 and 852.219-11); 852.219-77, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following: Statement of Work Rocky Mountain Regional VA Medical Center (RMRVAMC) 1700 N. Wheeling Street, Aurora, Colorado 80045 GENERAL INFORMATION 1. Title of Project: Level 1 Thermographic Applications Training for Electricians 2. Scope of Work: The contractor shall provide all resources necessary to provide the services described in this SOW, except as may otherwise be specified. The training shall be held at Rocky Mountain Regional VA Medical Center at 1700 N. Wheeling Street, Aurora, Colorado, 80045. The training shall be 4 days in length for up to 25 students of the Facilities Management Service at RMRVAMC. Training shall take place during the hours of 7:00am to 3:30pm. Training room to be identified within the medical facility before the training period is firmly scheduled with the Contractor. At a minimum, the training shall include all topics identified below: Basic heat transfer theory Electric applications Mechanical equipment Building systems Roof inspections Use of thermal imaging equipment Proper image acquisition and diagnosis skills Limitations of thermographic technology Participants will learn to capture high-quality data and sort it based on written pass/fail test criteria. Training on use of Fluke thermographic equipment, including but not limited to Ti10 Thermal imager, Seek Thermal Reveal Series Camera. 3. Performance Period: This is a one-time requirement with a period of performance of four (4) months to allow for adequate time for scheduling. Training shall be performed within a period of 4 consecutive weekdays as scheduled by POC and Contractor. All Federal holidays are excluded. B. GENERAL REQUIREMENTS The Contractor shall provide any required audiovisual and training materials to conduct the training. The Contractor shall make available all training materials in both hard-copy and PDF electronic format for the number of students specified to attend necessary to meet the performance requirements of this contract. Training exercises shall follow the training materials. Facilities Management staff shall use provided hard copy training materials during the course or access electronic materials on either their own laptop or use a desktop computer already installed in the room. The Contractor s training computer shall not be connected to RMRVAMC s network. The cost of manuals required to successfully complete any service required shall be included in the offer price. 2. The training space shall be generally cleaned by the Contractor at the end of each day of unused training materials, debris and audiovisual equipment, but it will be permissible to maintain presentation equipment on site as long as it is unplugged and neatly arranged. Facilities Management Service attendees may leave materials but will be responsible for maintaining their own space. Prior to the training, the Contractor shall become familiar with the building s fire egress and emergency notification systems in coordination with the Facilities Management Service POC. C. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the Contractor. D. GOVERNMENT RESPONSIBILITIES The government will make the room available in accordance with the established schedule for the work. VA INFORMATION CUSTODIAL LANGUAGE: Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbook 0710, Personnel Suitability and Security Program, as VA personnel regarding information and information system security.
