All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 561621 . Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The following VAAR policies and clauses will be applicable to this requirement if an SDVOSB/VOSB entity is interested and qualified in this requirement: limitations on subcontracting requirements set forth in 15 U.S.C. ยง 657s and in VAAR 852.219-10 and 852.219-11); 852.219-77, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction Responses due 8/11, 15:00 MST The Department of Veterans Affairs (VA), VISN 19 Network Contracting Office, is seeking sources that can provide the following: Statement of Work The contractor shall provide training on Lenel access control system onsite at the Rocky Mountain Regional VA Medical Center, located at 1700 N Wheeling Street, Aurora, CO 80045. Vendor must provide Lenel OnGuard fundamentals training as well as Advanced Access Control training. Vendor must be trained and qualified to provide this training. Training must be for up to 15 people for each class This includes instructor for the class, rental for laptops for students and rental for network equipment for students OnGuard Fundamentals (first week) Will cover the following topics: OnGuard Overview, Database/OS, Installation, Navigation, User Accounts & Permissions, Single Sign-On, Workstations, General System Options, Hardware Basics, Holidays & Time zones, Access Panels, Alarm Monitoring, Alarm Panels, Card Formats, Reader Configurations, Monitor Zones, Access Levels/Access Groups, Cardholder Options, BadgeDesigner, Badge Types, Cardholder Management, FormsDesigner Lite, Timezone/Reader Modes, Action Types/Groups, Scheduler, Local I/O, Global I/O, Alarm Monitoring Features, Archiving & Restoring, Reports OnGuard Advanced Access Control Class Will cover the following topics: Segmentation, Alarm Configuration, Acknowledgement Actions, Failure to Acknowledge, Area Interlock, Area Control/Anti-Passback, First Card Unlock, Device Groups, Monitoring Options, MapDesigner, User Commands, Extended Held Command, Unknown User Command Event, Area Access Manager, Access Level Extended Options, Destination Assurance, Selective Cardholder Download, EOL Resistor Table 2.0 HOURS OF COVERAGE 2.1 Normal hours of coverage are Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding the federal holidays listed as follows: Federal Holidays: New Year s Day Dr. Martin Luther King Jr s Birthday Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Day Christmas Day Juneteenth Any other day specifically declared a National Holiday by the President of the United States 2.2 When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by US Government Agencies. 2.3 The full-time service engineer is allotted an additional 3 weeks of sick and annual leave or paid time off. 3.0 TRAINING MATERIALS/RESOURCES 3.1 The contractor shall provide all training materials and resources such as training manuals, PowerPoint slides, brochures, laptops, and network equipment for students.
