Instructions:�Response to this RFI is voluntary. Responders shall address one or more questions, as desired, from the section below titled,�Information Requested.�Responders should note the corresponding question number(s) in their response. Comments referencing materials that are not widely published should include copies or electronic links to the referenced information.� Responders shall also include their organization name and a point of contact.� All responses shall be provided in a word document that shall be sent as an attachment via email to sean.molina@usace.army.mil. The subject line of the email shall reference the title of this RFI. In accordance with Federal Acquisitions Regulation Section 10.002. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract. No contract awards are anticipated relative to this RFI. Summary:� The Mill Creek Low Flow Channel Notching, Phase 2 Project is aimed at improving fish passage conditions within the federal reach of Mill Creek. One of the primary barriers to fish passage is the 84 sills within the project�s reach originally installed to stabilize the stream bed between left and right bank levees. This project will demolish a portion of the existing concrete stabilizers and install new concrete weir structures. The new weir design will be based on three prototype weirs installed in 2012. Supplementary Information Scope:� USACE invites input from any interested stakeholder. All input that meets the instructions for submissions to this RFI will be considered. Project Restrictions: This is expected to be a two-year contract with intent to award in April 2024. Two in-water work windows (IWWW) will be available for onsite work to include: dewatering, demolition, earthwork, and installation of the new weirs. The IWWW�s dates are as follows: ��������������� IWWW1: �June 15, 2024 � October 31, 2024 ��������������� IWWW2: June 15, 2025 � October 31, 2025. The Contractor will be required to complete work on the first five weirs closest to the Diversion Dam (weirs #116-#120) and remove any dewatering equipment from this area by July 26th of the 2024 in-water work window. The Contractor will be permitted to dewater downstream of weir #116 at any point during the two in-water work windows of the contract; however, must be completely out of the water when the IWWW is finished. The weir structures will closely follow the prototype structures installed in 2012. The contract award drawings for the 2012 prototypes are attached to this RFI for reference. Small dimensional changes are expected. Figures 1 and 2 show examples of the expected alignment of the new weir structures. Many of the weir structures (approximately 2/3) will be nearer to the left bank (approximately 19.5ft from the bank edge) as seen in the bottom of Figure 1 and the right side of Figure 2. This expected alignment is subject to change. Information requested:� Respondents may provide information for one or more of the questions listed below, as desired. What is the industry preferred method of construction for the weir structures: cast-in-place, precast, or a hybrid approach? Please explain, to include providing means and methods for setting precast pieces. Note that minimizing access points from the levee to the channel is required. Would the construction process be the same for all the weirs, or would the preference change for the first five? The submission of an unsolicited proposal does not in any way guarantee a contract award.
