Description
Purpose:� The Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ �07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (PM-TAS) to identify parties having an interest in and the resources to support the future requirement to produce Electronic Thermal Warning Device (ETWD) Assembly, Kit, and Spare Parts for 155mm, M777 Lightweight Howitzer. Description: �This Sources Sought should not be construed as a solicitation announcement, invitation for bids, request for quotations, or a request for proposals. This SSA is issued solely for information and planning purposes, as a means for the Government to conduct market research. This Sources Sought will be used in identifying interested vendors and their capability to manufacture, produce and supply ETWD Assembly, Kit and associated spare parts for sustainment. � The ETWD kit includes Tube Display Assembly (TTD), Resistive Thermal Device (RTD) Tube Temperature Sensor (TTS), associated brackets, straps, cap screws and washers, and a set of batteries. The ETWD assembly kit is installed on the M777 Lightweight Howitzer to measure the temperature of the cannon tube during firing operations. The display assembly provides LED displays of the color-coded Temperature ranges in degrees Fahrenheit through momentary push button switch.� The TTD is nitrogen purged. The Tube Temperature Sensor (TTS) Assembly is strap mounted to the outer diameter (O.D.) of the cannon tube and connect the Tube Temperature Display (TTD) Assembly through military standard cables and receptacles connectors.� Both TTD and TTS were designed to survive the transportation vibration and gun firing shock.� To produce these parts and subassemblies, the vendor should be capable of manufacturing or outsourcing Electronic Printed Circuit Boards (PCBs) to meet the Institute of Printed Circuit (IPC) and Military standards. These subassemblies are made up of commercial off the shelf (COTS), build to print metal parts, Printed Circuit Boards (PCBs), and cables.� The vendor should have the capability to manufacture aluminum metal housing for TTD and final machining of a casted steel housing for Battery per the TDP. The assembly process of components involves interconnection of wire harnesses through connector plate assembly and service connector/receptacles, installation of Electro Magnetic Interference (EMI) LED display and Face Plate (LED display with anti-shock/vibration damper), main Analog and Digital electronics PCB circuit board assembly and Battery housing and Lithium Oxide batteries.� The assembly requires CARC paint application. The vendor should have capability to manufacture aluminum metal housing for TTS per the TDP. In general, the TTS housing receives the 2 RTD sensors through epoxy potting process and connects the conduit and cable assembly. The cable assembly involves soldering and braiding, terminating to Military Standard connectors with heat shrinks.� The cable assembly is fitted in stainless-steel metal conduit weldments (various bending profiles) that will be assembled on to the TTS housing. The assembly requires CARC paint application. The vendor should have capability to conduct a functional and final acceptance that includes dimensional inspections, examination, and demonstration of the Electrical characteristic (digital/Analog) and testing of environmental requirements such as Gun Shock, Vibration, High & Low Temperature operating & storage, Thermal Shock, Drop test, etc. in accordance with MIL-STD-810. For planning purposes, this effort is anticipated to commence in the 1st Quarter FY 2024.� The anticipated demand is up to 700 ETWD assemblies, with individual order quantities ranging from 1-200+. The interested vendor will be required to conducted First Article Testing (FAT) prior to the full up production and delivery. All interested vendors are requested to provide: Statement of capability describing the vendor�s ability to fabricate, outsource, inspect, assemble, and conduct a final acceptance of ETWD Assembly, Kit and Spare Parts for the M777 Lightweight Howitzer. This statement should include, if applicable: � Present capabilities, qualifications, and relevant past experience for similar type work (i.e. does the company have past experience doing this type of work?). � Description of fabrication, process, and inspection capability of mechanical components and electronic circuits, which may include: Types of CNC Machining, tooling, and capability of machining to tight tolerances. Capability to manufacture or assemble and solder Printed Circuit Boards to Institute of Printed Circuit (IPC) and military standards. Capability to manufacture or assemble cable and connector assemblies to military standards. Capability to inspect and measure PCB characteristics and input & output parameters.� Capability to apply Chemical Agent Resistant Coating (CARC) paint. Capability to apply anodize coating on aluminum. Types of CMM and other inspection equipment available to perform accurate measurements to tight tolerances. Capability to conduct Electronic Environmental testing such as Gun Shock, Vibration, High & Low Temperature operating & storage, Thermal Shock, Drop test, etc. in accordance with MIL-STD-810 � Description of Quality Management System certification or compliance (i.e. ISO 9001:2015 or equivalent). ??????? Description of facility that will be used for production (i.e. facility layout, square footage, location, and if co-located with Engineering and other administrative support) Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration videos and/or other technical data, as well as the identification of current customers and products.� This is a SOURCES SOUGHT NOTICE (SSN) ONLY and should NOT be construed as a Request for Proposal (RFP) or any type of commitment by the United States Government.� As stated above, please be aware that the Government will not pay for any information submitted under this announcement.� As a result of this SOURCES SOUGHT NOTICE (SSN), a Request for Proposal (RFP) may be issued for ETWD assembly and spare parts. Participation in this SOURCES SOUGHT NOTICE (SSN) is completely voluntary by the vendor and as such all costs to develop the vendor�s response are to be borne by the participating vendor. The Government recognizes that proprietary, distribution restricted and/or Controlled Unclassified Information�(CUI) data is part of this effort.� Firms/companies must ensure to clearly mark such restricted/CUI data and present them as an addendum to the non-restricted/non-proprietary and non-CUI information.� � All interested sources are encouraged to submit their abilities/capabilities No Later Than (NLT)�Wednesday, 06 September 2023 1700 EASTERN.� Interested sources shall submit their responses and inquiries pertaining to this announcement to the following POC(s) to: Daniel Rakauskas, ACC-NJ-IC Bldg. 10, Picatinny Arsenal, NJ 07806-5000; email: daniel.s.rakauskas.civ@army.mil Electronic submittals are required.
