- Description
- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources; whether they are small businesses or other than small businesses. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The NIDA intramural program performs brain imaging studies on both human and animals. These experiments generate large quantities of data that require reasonably large computational resources. For example, a typical single scan generates about 10 million data points; a single study consists of on the order of 100 to 1000 of those scans. We analyze those data on medium servers with large amounts of RAM and many CPU cores. Current analyses are more sophisticated and thus require more resources than the current server. Current analysis approaches leverage the massively parallel processing capabilities of GPU units (essentially high-performance processing cards inserted into an existing computer). This purchase would be for a modern, high performance, server that would be capable of performing such analyses now and for approximately the next 5 years. Purpose and Objectives: The purpose of this acquisition is to procure a RM21 Micro-Mirror Total Internal Reflection Fluorescence (TIRF) Microscope (Brand name or equal) to provide for colocalization single molecule spectroscopy in biological systems. Project requirements: NIDA requires the following Brand-name or Equal RM21 Micro-Mirror TIRF Microscope: RM21 MicroMirror TIRF - 45I Quantity 1 Dichroic TIRF upgrade to RM21 MicroMirror TIRF (I) Quantity 1 Upgrade - Auto TIRF Module Quantity 1 TIRF Lock Advanced (I) Quantity 1 MadView Quantity 1 Three point adjustable sample holder Quantity 1 RM21 Coaxial Illuminator Quantity 1 Breadboard (Imperial) Quantity 1 Dedicated system computer Quantity 1 Dell Precision 7920 tower case with PSU Quantity 1 Intel Xeon 5220R CPU Quantity 1 Nvidia RTX A4000 16GB GPU Quantity 1 128GB DDR4 ECC Memory Quantity 1 M2 2TB PCIe NVME Solid State Drive Quantity 1 Smart Card Keyboard Quantity 1 Optical Mouse Quantity 1 Windows 11 Pro OS Quantity 1 3 Year Warranty Quantity 1 27 inch 4K USB-C hub monitor Quantity 2 Salient characteristics NIDA requires the following Brand-name or Equal salient characteristics: Micro-Mirror TIRF Microscope is an inverted optical microscope designed for colocalization single molecule spectroscopy. It is suitable for use with an objective lens with 45mm parfocal distance. Features: Fixed objective, XYZ embedded closed loop piezo nanopositioning system with Nano-Drive controller, manual XY micropositioning, MicroMirror TIRF capability, z-axis sample positioning with 2 sample holders. Imperial spacing and dimensions. Installation of the RM21 Microscope is included. Includes Laser Mount Module. Dichroic TIRF upgrade compatible with RM21 MicroMirror TIRF Microscopes only. Imperial dimensions. Auto TIRF module. The TIRF lock system comprises a quadrant photodiode (QPD), mounted to a 2"" diameter printed circuit board, TIRF Lock controller, RM21 mounting components and optics. The QPD is fastened to a 2"" lens mount. The QPD outputs signals from a positional variant light source to the TIRF Lock controller. The TIRF Lock controller is enabled with a 16 bit USB interface to enable the implementation of digital control. The VI's supplied can be built into a user developed software feedback loop to control system focus. Image splitter/combiner module allows for simultaneous acquision of 2, 3, or 4 images. Compatible with RM21 single molecule microscopes. Three point adjustable sample holder designed for use with RM21 Microscopes and constructed from aluminum. Sample holder fits to low profile nanopositioners with 66mm x 66mm aperture. Micrometers on three points. Coaxial LED illuminator with flip mount for use with RM21 Microscopes. All of these characteristics meet the minimum required specifications for its intended use. Quantity: One (1) RM21 Micro-Mirror Total Internal Reflection Fluorescence (TIRF) Microscope (Brand Name or Equal) Anticipated period of performance: 12 months - Delivery 60 90 days of purchase order Other important considerations: Extended Warranty to include a minimum of a 3 year advance parts replacement warranty upon time of installation In case domestic sources are available and capable of fulfilling the Governments need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25. Capability statement /information sought. Companies that believe they possess the capabilities to provide the required products or services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2 x 11 paper size, with 1 top, bottom, left and right margins, and with single or double spacing.
