- Sources Sought Announcement Title: Heska Element HT5+ Veterinary Hematology Analyzer ID: SS-NIAID-23-2183277 Post Date:� August 4, 2023 Response Date: August 9, 2023 Classification Code: 6640 NAICS: 334516 This is a Sources Sought notice for domestically manufactured products only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Per the Buy American Act and Executive Order 14005, the National Institutes of Allergy & Infectious Disease (NIAID) is seeking information for domestically manufactured products only, Per the requirements under the Buy American Act and requirements relating to Executive Order 14005 entitled: �Ensuring the Future is Made in All of America by All of America�s Workers�, in the event that a nonavailability waiver request submitted through the Made in America Office (MIAO)�s Digital Waiver Portal is required."" Respondents must certify in capabilities statement that products are manufactured in the United States. The purpose of this notice is to obtain information regarding the availability and capability of all U.S manufactured products that are equal to the following product: Heska Element HT5+ Veterinary Hematology Analyzer https://www.heska.com/product/element-ht5-plus/ Specifications: Dimensions cannot exceed: �17.7 inches x 12.8 inches x 23.2 inches. Blood chemistry results within 90 seconds Compatible with the Heskaview Connect program (software) 3rd generation dye technology for more reliable reticulocyte detection. Software to contain web style links for navigation, Data management, and simple to retrieve archived records to compare to currently CBC analysis. Technology provides an accurate and comprehensive CBC (Complete Blood Count) with capability to detect white blood cell volume, and cellular complexity, granularity true 5-part deferential, including reticulocyte parameters. RFID Management capabilities Other major required parameters include total red blood cell count, hemoglobin, hematocrit, Mean cell volume, mean corpuscular Hemoglobin, white blood cell distribution in a scatter plot, white blood cell distribution in a histogram, RBC size distribution as a histogram and platelet size distribution as a histogram along with many other features. Simple Data Management: Rapidly retrieve trending data from patient record. Efficiency: Assign, unassign or delete multiple items at once and Species-speci?c reference ranges and color-coded to evaluate patient data. Graphical Interpretations: RBC & PLT Histograms and WBC DIFF & RET Scatterplots Testing Parameters: Total White Blood Cell (WBC) Neutrophil Number (NEU #) Capability Statement/Information Sought All capable vendors should respond with a brief capability statement demonstrating an equal product that is manufactured in the United States by August 9, 2023, by 3:00 PM EST. Capabilities statement must also include the following information: 1) organization name, address, point of contact, email address, website address, telephone number, UE ID# with an active SAM.gov registration, and a tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of capability. Submission Instructions Interested businesses who consider themselves qualified to provide an equal product that is manufactured in the United States for the above-listed product are invited to submit a response to this Sources Sought Notice by August 9, 2023, by 3:00 PM EST.
