- The United States Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA), Contracting and Procurement Office (CPO) proposes to enter into a contract on a basis of other than full and open competition with Resolver, Inc. on behalf of the DCSA DoD Insider Threat Management Analysis Center (DITMAC). The statutory authority permitting other than full and open competition is the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) � Solicit from a Single Source. Contracting Activity: DCSA CPO, 27130 Telegraph Road, Quantico, VA 22134 Requesting Activity: DITMAC, 27130 Telegraph Road, Quantico, VA 22134 The DITMAC requires a case management capability for mission support. The case management tool is required for capturing information and conducting a holistic violent behavior risk assessment, and must be able to properly protect data and allow data to be easily transferable to other stakeholders within law enforcement, insider threat programs and security. Specifically, the DITMAC has a requirement for the Resolver Workplace Assessment of Violence Risk (WAVR)-21 App. The DITMAC leverages relevant data and a multi-disciplinary team of analysts and experts to support DoD components. The Countering Extremist Activities Working Group (CEAWG) was directed in 2021 to oversee implementation of several developed recommendations which led to the establishment of the DITMAC�s Behavioral Threat Analysis Center (BTAC), made up of a multi-disciplinary team of subject matter experts who provide consultation and mitigation recommendations on cases of potential targeted violence. Additionally within the DITMAC, the Prevention, Assistance and Response (PAR) program consists of a network of multi-disciplinary efforts, each led by a functional expert and typically resident on or available at the military installation level, that Commanders and their equivalent civilian leaders can use to aid them in identifying the level of risk that violent behavior poses to DoD personnel, organizations, installations, or separate facilities, and in developing risk-response recommendations to mitigate or remediate risk. It is critical for these stakeholders to communicate in a timely and cohesive fashion when a person of concern or potential insider threat is identified in order to provide effective mitigation strategies. The Resolver WAVR-21 App is the electronic version of the Industry and Inter-Governmental approved Workplace Assessment of Violence Risk, a 21-item coded instrument for the structured assessment of workplace targeted violence risk. It includes the Intake and Documentation Questionnaire, the Worksheet, the Grid, a User's Guide and the third edition manual. Additionally, the Risk Assessment Guideline Elements for Violence (RAGE-V) are available through the Resolver platform, which is a Structured Professional Judgment (SPJ) tool developed by the Association of Threat Assessment Professionals (ATAP). To date, WAVR-21 has the most empirical support of any available SPJ tool by incorporating scientific findings in its definition of violence risk factors based on reliability and validity of accumulated research findings on violence risk and threat assessment. Other tools that profess to have similar capabilities are not usable or operational at the scale that is required for the BTAC and PAR program coordinators to operate. Any other capability that has been tested, evaluated or researched is at a developmental stage and unable to be deployed for immediate operational use. The WAVR-21 tool has the potential to directly resolve extreme situations efficiently and via a standardized methodology that doesn�t currently exist elsewhere. The WAVR-21 methodology is copyrighted and considered proprietary intellectual capital. Resolver, Inc., in working with the creators of the process, has sole rights to incorporate the WAVR methodology into its analytic case management tool. The WAVR-21 provides a scientifically grounded assessment technology, is an educational resource, and improves communication among the multi-disciplinary team members in an incident management process to improve the quality of threat assessment and case management decision-making.� Market research conducted supports this based on viewing the manufacturer�s web page, searching both NASA SEWP and GSA Advantage, and a search on the DoD Enterprise Service Initiative (ESI). Query efforts did not successfully identify any other businesses. Additionally, the Contract Specialist received confirmation from Resolver, Inc. that there are no other authorized resellers capable of licensing this software application. The period of performance shall be for twelve (12) months. The North American Industry Classification System (NAICS) code for this acquisition is 513210 � Software Publishers and the size standard is $47 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. EST on 25 August 2023. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
