- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as applicable, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 73351023Q0321 is being issued as a request for quote (RFQ). All quote submissions are due by 28 August 2023 at 5:00PM�Eastern Time (ET). Questions are due by or before 16 August 2023 at 10AM Eastern Time (ET). Quotes and quesrtions shall be submitted via email to the Point of Contact (POC) identified in the Solicitation. This is a total small business set aside. The North American Industry Size Classification System (NAICS) code associated with this requirement is 541720 Research and Development in the Social Sciences and Humanities. The small business size standard is $24.5M. The Product Service Code is AF11 Education, Training, Employment, & Social Services Research & Development Services; Basic Research. This notice does not obligate the Government to award a contract; it does not restrict the Government�s ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs. The purpose of this acquisition is to produce an empirical, data-intensive research report on an economic issue relevant to small businesses. This report will evaluate current small business economic trends, characteristics, or impacts, such as small business challenges during recessions, economic contributions small businesses make during recoveries, or small business effects from industry consolidation and market concentration.� The report will also assess the policy implications of the findings. This report may focus on a relevant economic issue affecting all small businesses or an issue affecting specific groups of small businesses.� Proposals focusing on small business owner demographics, however, should be submitted for the solicitation targeting those topics rather than this solicitation.� See attached full solicitation, SF 1449, for complete instructions.
