- SOLICITATION EXTENDED TO 12:00PM MT ON AUGUST 11, 2023 TO ALLOW ADDITIONAL TIME FOR QUOTE SUBMISSION - REVISED COMBINED SYNOPSIS ATTACHED WITH UPDATED DUE DATE. AMENDMENT 2 (08/03/2023): Additional Q&A Question 1: Regarding the underground utilities comms line that is near the fence near the gate, who is responsible for obtaining the permits? Response 1: It is the responsibility of the contractor to obtain any necessary permits to complete the scope of work. Question 2: Will water and electricity be accessible? Response 2:�Yes. Water and Electricity will be accessible but may be limited. We don't have hoses or extension cords that can reach the working areas. Question 3: Regarding submitting proposals, is there a page limitation? Response 3: A page limitation has not been specified. Question 4: Is there a bid schedule template/format to be used? Response 4: Please submit quotations on your own letterhead. Quotations shall include all evaluation criteria listed within FAR 52.212-2 of the solicitation. Instructions for submission are outlined within FAR 52.212-1. END OF AMENDMENT 2. AMENDMENT 1 (08/02/2023): Q&A Question 1: DBA doesn't apply for this requirement? Response 1: The Service Contract Labor Standards (SCLS) Wage Determination has been provided for the requirement. Question 2: Does this work require bonding? Response 2: The Combined Synopsis attachment includes all terms and conditions for the requirement. Question 3: Will the agency provide a government-owned dump site to dispose of used materials (fence, post, concrete, wires, etc.)? Response 3:� �No, the government will not provide a dump site. Question 4: Relative to the electronic security equipment specifications, 4.1 and 6.6 talk about replacing the ""electrical gate operator."" While the scope does not call out for it, please clarify if the additional components require replacement or repair. Safety Loops:��Per SOW section 6.6, ""Replace�existing electrical operator in accordance with ASTM F2200 and UL 325.""� If the ""Safety Loops"" are used to meet the requirements of UL 325, then they shall be inspected for acceptability for reuse, repair or replacement. Loop Sensors:��Per SOW section 6.6, ""Replace�existing electrical operator in accordance with ASTM F2200 and UL 325.""� If the ""Loop Sensors"" are used to meet the requirements of UL 325, then they shall be inspected for acceptability for reuse, repair or replacement.��� Wireless Receivers:��Per SOW section 6.6, ""Provide 30 new key fobs to allow remote operation of�gate by WFO staff.""� � �� �� Telephone Entry System:���Per SOW section 6.6, ""New unit shall allow�remote operation by the existing analog switch"".��If removal/reinstallation is required, the WFO Guam Electronic Technicians can perform this work Camera Along Fence Line:��This is not a direct part of the gate operating system.� If removal/reinstallation is required, the WFO Guam Electronic Technicians can perform this work. Question 5: The scope of work requires a 6-foot high chain link fence, and the existing fence is 8 feet high. Please clarify what height will be used? Response 6:��The overall fence height is 8 feet high including barbed wire. Question 7: The current chain link fence at the site is 9-gauge and the scope of work specifies to use 6-gauge. The surrounding fences (airport and FAA) are currently uniform with the current fence. Please clarify what gauge will be used? Response 7:� �6-gauge�� Question 8: The fence line on the south end of the project has an existing 3/4-inch wire rope crash cable (approximately 130 feet). Will this cable be placed back on to the newly installed fence once completed? Response 8:� �Yes, the contractor shall reinstall this 3/4-inch wire rope crash cable on the newly installed fence. END OF AMENDMENT 1. This is a new requirement. There is no incumbent. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a total small business set-aside. The associated NAICS code is 238190. The small business size standard is $19.0 million. The Government intends to award a trade-off, firm fixed-price purchase order. This combined solicitation/synopsis is for services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for repairs to approximately 600 linear feet of security fence and security gate at the Weather Forecast Office in Barrigada, Guam. PLEASE SEE THE ATTACHED COMBINED SYNOPSIS WITH ALL TERMS AND CONDITIONS WHICH ALL VENDORS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD. CAR 1352.215-72 INQUIRIES (APR 2010) OFFERORS MUST SUBMIT ALL QUESTIONS CONCERNING THIS SOLICITATION IN WRITING VIA EMAIL TO STEPHANIE.LONG@NOAA.GOV. QUESTIONS SHOULD BE RECEIVED NO LATER THAN 12:00PM MST/MDT ON AUGUST 2, 2023. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) FAR 52.237-1 SITE VISIT (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (End of provision) A site visit is highly recommended but not required. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
