- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the Spatial Navigation and Memory Unit, at the Division of Intramural Research (DIR), within the National Institute of Neurological Disorders and Stroke (NINDS) seeks to purchase a Medrad MRXperion MR Injection System which will used by the In Vivo NMRF (NIH MRI Research Facility) Research Center. This instrument is essential to part of use for studies being conducted in the NMR Center. This product will be used to inject contract media into patients which enhances the blood and perfusion in patients� tissues. The injector must be compatible in all aspects with existing systems presently installed (including Certergra software).. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 1,000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) currently in effect at https://www.acquisition.gov/ STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Project Description The National Institute of Neurological Disorders and Strokes (NINDS) supports research into the causes, treatment, and prevention of neurological disorders and stroke. This request originates from the NIH MRI Research Facility (NMRF) The Center contains facilities for state-of-the-art magnetic resonance imaging and spectroscopy of animals and humans. The NMRF owns a current MedRad Injector and is looking to upgrade to a newer model. MRXperion - Medrad MRXperion MR Injection System will used by the In Vivo NMR Research Center. This instrument is essential to part of use for studies being conducted in the NMR Center. This product will be used to inject contract media into patients which enhances the blood and perfusion in patients� tissues. Purpose and Objectives The purpose of this requirement is to purchase a Medrad MRXperion MR Injection System needed to replace outdated equipment in the NMR Center. Delivery ASAP ARO � CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this Notice must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement utilizing OEM-certified service engineers, access to knowledge of and proprietary software for these customized systems, and ability to provide OEM parts and components. In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.�� All responses must be received by 10:00 AM EDT August 17, 2023.
