- THIS IS A SOURCES SOUGHT NOTICE AND IS NOT A REQUEST FOR PROPOSALS. The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing this Sources Sought notice to identify if there are any responsible providers of engineering support for the U.S. Army Mid-Range Capability Weapon System. This notice is published in accordance with Defense Federal Acquisition Regulations (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and is a Sources Sought notice only in support of market research. All information received will be used for planning purposes only. This notice does not constitute Invitation for Bids, Request for Proposals, or Request for Quotes. The Government will not reimburse respondents for any cost associated with responses to this notice. U.S. Army RCCTO has a requirement, along with other military program offices, to work jointly to prototype, test and field weapon systems.� As part of these prototyping efforts, engineering support is required to assess and implement system improvements, to include both software and hardware updates; alternate technical approaches; future technology evaluation and specific problem identification; �diminishing manufacturing sources and obsolescence; change control over updates to the Technical Data Package (TDP); �provide MRC SIPRNET and Software Integration Lab (SIL) maintenance and improvements; cyber security support; �support system safety events and documentation, qualification and testing, to include post-production system integration check-out (SICO) and flight tests, �leveraging subject matter expertise of the system. As the developer and producer of the Mid-Range Capability system, the Army RCCTO believes Lockheed Martin Corporation is the only responsible source capable of providing these services; however, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before an award.� RCCTO anticipates this contract to start NLT 2QFY24 and at contract initiation the responsible contractor must be able to successfully perform the services outlined above.� ��� Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1700 EST, 21 August 2023 to the Contracting Officer, Hillary S. Roy, at hillary.s.roy.civ@army.mil. Interested parties should submit a capabilities statement with a maximum of ten (10) pages. Responses should include examples of the following experience specifically related to the Mid-Range Capability Weapon System. Although experience on similar systems may be considered in determining a�Vendor�s potential capability to perform this effort, this support requires an ability to immediately perform system-specific tasks and to coordinate closely with the original prototype developer, Lockheed Martin Corporation, in the performance of such tasks: Demonstrated experience working complex system of systems efforts, including multiple software packages and prototype weapons systems Software Development to include Agile, waterfall and hybrid methodologies Integration of Software and Hardware from multiple organizations, to include Government Furnished Equipment Understanding and support of Navy Weapons System Certification processes National Institute of Standards and Technology (NIST) Cybersecurity compliance, including but not limited to patching, Security Technical Implementation Guide (STIG) implementations, Enterprise Mission Assurance Support Service (eMASS), Risk Management Framework (RMF) compliance Failure Review, Analysis, and Corrective Actions (FRACAS) support Program Management and Technical oversight of multiple teams Flight Test Support and execution Data analysis of test data, to include reporting Change Control Board processes necessary for Configuration Management Personnel qualifications, to include any Subject Matter Expertise Schedule, risks and assumptions
