Description
Title: System Integration and Cloud Management Services for the Traffic Coordination System for Space (TraCSS) NAICS Code: 541512 Response Date: August 17, 2023 Description: The National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC), requires system integration and cloud management for the Traffic Coordination System for Space (TraCSS) (formerly called Open Architecture Data Repository (OADR)). The TraCSS will be developed to fulfill the 2018 US National Space Council released Space Policy Directive-3 (SPD-3), which instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators. This was identified as a �whole of government� approach, and the organization identified to lead many of the efforts was NOAA OSC, in the US Department of Commerce (DOC). This source sought notice is issued to better understand industry capabilities to deliver the key criteria associated with the attached draft performance work statement. The Government is particularly interested in identifying potential small business concerns capable of competing under this requirement. NOAA requests interested, qualified sources to respond to this source sought notice. Please provide a response to each of the following items: 1. Describe your staffing capability and the ability, along with timeframe, to quickly scale staff to start executing the project. 2. Describe your experience with any Space Situational Awareness (SSA)/Space Traffic Coordination (STC) domain knowledge and work with databases and the SSA industry in these domains. 3. Provide capabilities for developing systems such as the TraCSS. 4. Describe your capabilities for implementing data systems in a cloud environment, the size of clusters, data volume and implementing high availability systems and ensuring continuity of operations. Describe your capabilities for implementing data systems that are compliant with FedRAMP, FISMA, and Risk Management Framework. 5. Describe your capabilities in performing system integration with software components supplied by other organizations. � Describe your capabilities for developing REST APIs and building systems with containerized microservices. � Describe your capabilities for working in an agile software development environment. This is a Sources Sought (SS) notice only and is not a solicitation. It is not a request for proposals nor does it obligate the Government in anyway. The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. Additionally, this SS notice does not guarantee that the Government will issue a request for proposals. Responses are due August 17, 2023
