Description
Sources Sought - GC/GC TOF System - Sources Sought Description: The Air Force Research Laboratory (AFRL) is performing market research for the requirement of GC/GC Time of Flight Mass Spectrometer System. This is a Sources Sought (SS) / Request for Information (RFI). This is not a pre-solicitation or solicitation or Request for Proposal (RFP) and is not to be construed as any commitment by the Government. This notice does not obligate the Government to award a contract and or pay for any bid and/or proposal preparation costs. The Government will not accept proposals at this time. This notice is not an offer by the Government to enter into a contract. Interested Small Business concerns must identify to the contracting officer their interest and capability to satisfy the Government's requirement by closing date listed. Responses will allow the Government to conduct an initial review of market capabilities in support of requirements identified in attached Statement of Work document. Submission Details:�All interested parties are encouraged to submit a response to this SS/RFI announcement. Responses should address the following questions: 1. Company name, cage code, address, point of contact, phone number, and email address. 2. Identification of whether the company is currently designated as a Small Business as defined in FAR Part 19.1 and the appropriate category (i.e. 8a, HubZone, etc.). 3. Company description of relevant capability and experience to provide the identified item. A brief history of the organization. 4. Company's potential teammates/subcontractors (if required to ensure success). 5. What, if any, risks or unknowns would hinder industries ability to meet the requirements? The Government encourages you to submit any additional comments or suggestions that you would like to share. Capability package responses and questions shall be sent electronically to the primary and/or alternate Points of Contact. Be advised that all correspondence sent via e-mail shall contain a subject line that reads �GC/GC TOF System.� Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).� Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters.� Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.� If sending attachments with e-mail, ensure only .PDF, .doc, docx, xls, or .xsls documents are sent.� The e-mail filter may delete any other form of attachments. Primary Point of Contact: Andrew Hertel - andrew.hertel.3@us.af.mil Alternate Point of Contact: Chris Stokes - chris.stokes.1@us.af.mil Requirements/Salient Characteristics:� This is a one-time purchase where the vendors shall provide a GC/GC TOF system with the below requirements: Time of Flight Mass Spectrometer with a mass range of 10-1500 amu, with better than nominal mass resolution across the full range, acquisition rates up to 500 Hz (spectra/sec), a differentially pumped system permitting flow rates to 5 ml/min He. The mass analyzer must be capable of acquisition with a resolving power of 1100 (FWHM) or greater at m/z=219 (218.98) while acquiring a full mass range spectrum across the range of 10 to 1500 m/z. the resolving power of >1100 must be available and consistent independent of acquisition speed or mass range. The GCXGC system must be capable of performing comprehensive GCxGC on the entire sample, with all sample components passing through the primary and secondary columns in one run. The GCxGC system should be compatible with an automated, software controlled liquid nitrogen leveler to facilitate unattended overnight operation StayClean electron ionization source Quad jet liquid nitrogen cooled GCxGC thermal modulator capable of effectively and quantatively modulating analytes within the range of C4 butane and C40 n-alkane Agilent 8890 GC with a split/splitless inert flow path inlet Liquid nitrogen cool multimode inlet 2 ChromaTOF software packages 2 permanent copy protection keys Installation component pack for system including installation, start-up and on-site training for staff by a qualified representative. PC workstation with 24-inch monitor, NIST mass spectral library program and spectral database Software upgrade releases for the duration of warranty and/or service contracts Preventive maintenance visits for each year of warranty and/or service contract for equipment purchased 1 year warranty on system and components 1 training course TOF gas purifier kit
