- (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)� The solicitation number is 75N95023Q00540CSS and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; �and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of The National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a Firm Fixed Priced contract without providing for full and open competition (including brand-name) to BlueCatBio., 58 Elsinore St concord, MA 01742-2316 for a 1536-well dispensing capabilities for the BlueCatBio BlueWasher. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). The essential characteristics of the equipment, that limit the availability to a sole source are BlueCatBio is the sole manufacturer and North American distributor of the BlueCatBiowasher system and associated accessories. Additionally the essential characteristic of theBlueWasher limit the availability to a sole source because of the additional components forthe automated, centrifugation-based plate washer with dispensing system that willsignifi cantly cut down on errors. Only this suggested source can furnish the requirements, tothe exclusion of other sources, because they are the only producers of add-on componentsfor the BlueWasher.. (iii)� �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04 dated June 2, 2023. (iv)� �The associated NAICS code 334516 � Analytical Laboratory Instrument Manufacturing and the size standard in number of employees is 1,000. (v)� �This requirement is for a 1536-well dispensing capabilities for the BlueCatBio BlueWasher. (vi)���Background: The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. This instrument modification will enable NCATS researchers to gently wash 1536-well microplates using centrifugation, which will greatly increase the throughput assays that require multiple wash steps or prolonged culture of cells that require medium exchange. Centrifugation allows for a contact-free and complete removal of liquid from the well without disrupting adherent cells. High-throughput screening projects require the washing of 384- and 1536-well microplates. One of NCATS� goals is to develop methods that advance the science of high throughput screening and informatics by addressing the high incidence of false-positives in target discovery. To this end, it is imperative we reduce errors to minimal. The BlueWasher will reduce noise in many phenotypic screens we are running as part of our research screenings.� ETB requires the addition of 1536-well dispensing capabilities to an existing BlueCat washer, which includes firmware and GUI update, a dispenser comb for 1536w plates with magnetic quick swap, and set of 2 plate carriers for 8mm thin 1536w plates. Overall, this project will support ongoing work for small molecule and combination screening, in silico virtual screening, and discovery work that is part of NCATS� ongoing work to bring more treatments to all people more quickly. Purpose: The purpose of this requirement is to acquire a 1536-well dispensing capabilities for the BlueCatBio BlueWasher. Project Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services,qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work. Specific Requirements: Dispenser Package 1536 Must include hardware, firmware and GUI to support 1536 dispensing from the BlueCat Biowashwer. Must be suitable for field upgrade. Dispenser Comb for 1536w with magnetic quick swap Must have a 32-pin dispenser comb with magnetic quick swap attachment for 1536 well assay plates. Must have a set of 2 plate carriers for 8 mm thin 1536 plate with 52mm cut-out. (vii)��The Government anticipates award of a firm fixed-price contract for this acquisition, and the anticipated delivery is: 30 days After Receipt of Order (ARO).
