- Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 8 Required Sources of Supplies and Services. This procurement is being conducted using federal supply schedule procedures pursuant to FAR Part 8, specifically FAR Subpart 8.405-6(a)(1)(i)(B) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for September 1st, 2023. The intended Contractor is The Arbinger Company dba Arbinger Institute, 686 N Arbinger Way Ste 200, Farmington, Utah 84025. Contractor shall provide Shifting Mindset and Operationalizing Transformation training for the VA Loma Linda Healthcare System (VALLHS) designated leadership and employees as described in the Performance Work Statement. The Contractor s training shall encompass the five VALLHS Executive Core Qualifications, which are Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions. The Contractor s training shall be geared towards outward mindset training that reflects the principles and values of High-Reliability: Preoccupation with Failure, Reluctance to Simplify, Sensitivity to Operations, Commitment to Resilience, and Deference to Expertise. The Contractor shall provide training and consultation on mindset and cultural changes. Training and consultation shall include the following: 1. Internal Facilitator & Champion Development and Certification, followed by a Train-the-Trainer course 2. Executive Leadership coaching 3. Service Chief training and Program Lead 4. Manager/Supervisor training and development 5. Front-line Staff development. Training shall include all associated course materials for the foundational course and a Train-the-Trainer course. Training materials shall be available for purchase on an as-needed basis for all follow-on training provided to supervisors by VALLHS employee trainer. GENERAL REQUIREMENTS The VA Loma Linda Healthcare System has a need to implement an outward mindset training in its workforce. With the end goal to improve organizational culture and create breakthrough performance in the workplace. Outward Mindset Developmental Training geared toward service chiefs and supervisors will help the VA and VISN to accomplish this goal. Training would be geared toward executive leadership, service chiefs, and supervisors in support of VALLHS accomplishing the aforementioned goal. Background: VA is at a turning point and needs swift organization-wide Change to reach the goals of providing personalized, patient-drive, timely care to our Veterans. Through learning opportunities such as this, key leaders within the VALLHS will develop new behaviors to reach these goals. Performance Period: The performance period shall include a base and two (2) option years. Services shall consist of an initial training event and follow-on training on an as needed basis. CONTRACTOR QUALIFICATIONS 1. The training shall be conducted by an Outward Mindset Developmental Master Trainer who must provide a comprehensive, evidence-based curriculum for OM Developmental Training. The Contractor shall pre-coordinate the selection of a contractor-employed Master Facilitator and provide a bio of the facilitator for VALLHS files. 2. For VALLHS to utilize the curriculum effectively, the Contractor must provide highly interactive and evidence-based instructor training to include associated course materials for general instructions geared toward an audience of Executive Leaders, Service Chiefs, Supervisors, and Front-line Staff. The curriculum must be designed specifically for identified VA employees to become Outward Mindset Developmental Trainers. 3. The Train-the-Trainer course shall be designed to prepare the VALLHS internal facilitators to implement the Outward Mindset Developmental Training and consultation to supervisory employees throughout the VALLHS. The end goal is to assist VALLHS Executive Leaders, Service Chiefs, Supervisors, and Front-line Staff in developing and implementing an outward mindset in how they work and lead others within their organization. 4. Consultants shall demonstrate expansive knowledge of the accredited Program. Consultants shall have background experience in representative work within a staff or leadership position. Consultants shall have a proven track record that demonstrates their ability to successfully facilitate the course and curriculum material through interactive dialog. The proposed period of performance shall be from September 1st, 2023 through August 31st, 2026. The North American Industry Classification System (NAICS) for this requirement is, 611430 Professional and Management Development Training. The Product Service Code (PSC) for this requirement is U008 Education/Training Training/Curriculum Development. The estimated value of this contract is $1,968,000.00 This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. Any response to this notice must be received by 10:00 AM, (PDT) on August 14th, 2023 and show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
