Description

Sole Source Justification (SSJ) For Simplified Acquisitions (over $10,000 and up to $250,000) pursuant to FAR 13.106 Renovation project of the FEMA Region 1 RRCC IMAT offices Estimate cost of $204,000 The purpose of this logical follow-on contract 70FBR122P00000037 is to renovate within the RRCC two small office spaces/ conference room into two viable offices spaces through removing and installing new walls, ceilings, doors, rewiring electrical cable and running the wiring through the new panel box, installing fiber optic cabling, and install communication equipment to ensure consistent communication within the RRCC and have same equipment and cabling run throughout the building. Also to allow the feasibility and ease of direct access into the RRCC conference area. In order to complete the above actions, a contractor will required the following: o Obtain Security clearance to gain access to RRCC o Knowledge of the current electrical grid for the building o trace out circuits that being used in these construction area and determine the location of the electrical panel, wire size and correct breaker size. o Understanding the current IT framework o Equpment compatibility o Designing an end-to-end process to be reviewed and approved o Obtaining manpower and providing a schedule to meet Region I critical timeline This contract is considered a logical follows contract with Foxtrot Construction that was previously competitively awarded through a full and open competion contract within RRCC to renovate and convert the RRCC dorm and other rooms to a conference room which required upgrading and rewiring electrical and fiber cables and equipment to ensure the office spaces and conference rooms were equip to provide for interactive netcasting throughout the RRCC and Region. Foxtrot Construction has performed the previous renovation and their staff has vetted security clearances. Also during the construction process there were many unforeseen obstacles that were encountered. One major obstacle was the electrical framework and each area had it�s own panel box and wiring. The FEMA Region 1 FRC was built in the late 1960�s and has multiple breaker panels throughout the building. This alone took numerous hours to investigate, update, reroute and complete. As part of that construction, Foxtrot made numerous recommendations, improvements and required code updates of the electrical and fiber optic system. Under the new contract, Foxtrot will be also asked to implement some of its earlier recommendations. The new contract is a ""logical follow-on"" because another contractor could not make comparable construction improvements to the RRCC without first performing its own evaluation and assessment. Therefore, switching to a different contractor at this stage would result in wasteful duplication of work already completed, with increased costs and delays for the Government�that would be detrimental during this hurricane season and the need for the RRCC especially because Region I main office is in the process of moving. The required tasks will result in the continual successful operation and improvement of the RRCC. Research suggest that a new full and open competition contract and the potential introduction of another contractor would result in a duplication of costs, which is not anticipated to regain through competition because any alternative contractor would have to perform their own evaluation and assessment to understand the RRCC layout, obtain Security clearance and trace the numerous circuits and match existing equipment before any work can be started. This process will expend additional time and cost to the Government, which will not allow the Government to meet their required timetable during this Hurricane season. Contractor has performed similar work and staff has vetted security clearances.
