- Notice of Intent to Single Source This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions.� The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840. The US Air Force Academy (USAFA) intends to award a single source commercial contract for 1 EA Self Reported Academic Record Software with the following capabilities: �� Automated self-reported transcript system that collects, reviews, and scores HS transcripts with algorithms based on admissions criteria, and integrates with USAFA�s existing admissions portal (Salesforce). �� System can directly export the number of A, B, C, D, and F grades in Regular, Honors, and AP courses to Salesforce, or at a minimum, organize data into 3x5 matrix so that counselors can easily transfer data to Salesforce and allow students to check their application status. �� System outputs a Hand Score Prior Academic Record (PAR) and GPA adjusted for USAFA acceptable courses for at least 75% of received High School (HS) student transcripts. �� System organizes input data by course subject OR by grade level and includes the following information for each course: School year when course was taken, course subject, course name, course level, grades, and credits. �� System can still send transcripts to counselors and readers if further review is required. �� Ability to compare student�s curriculum rigor using rigor-metrics �� Ability to consolidate all the diverse types of state transcripts into one comparable, easily verifiable structure. Using simplified acquisition procedures in accordance with FAR parts 12 & 13 to Scarlet Computing Solutions LLC, a small business headquartered at P.O. Box 2331 Princeton, New Jersey 08543, United States. The authority for this noncompetitive award is FAR 13.106-1(b)(1)(i), only one source reasonably available. The NAICS code for this requirement is 513210. The size standard as defined by the U.S. Small Business Administration is $47M. This notice incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2023-04 effective 2 June 2023. The anticipated award date is 30 August 2023. THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATION. A solicitation package will not be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to provide the supplies required and shall be furnished at no cost or obligation to the Government.� Responses must be in writing and must provide clear and concise documentation indicating any offeror's capability to provide these supplies.
