- The Army Contracting Command � Aberdeen Proving Ground (ACC-APG) is pleased to announce with the release of this Special Notice its intention to procure the next generation and successor to the RS3 Vehicle. Since its inception in May 2017, the RS3 Vehicle has been a proven solution and platform to procure knowledge-based professional services for programs with Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) related mission requirements. RS3�s current portfolio consists of enduring requirements spanning across the Army, other Department of Defense (DoD) agencies, and other federal agencies, with over 200 Federal Contracting Officers with delegated procurement authority. Please note the name and timeline for this successor vehicle is in-development. Goal: ACC-APG�s goal is to build upon and continue to facilitate this collaborative environment, where the Government can procure its within scope needs, not only from a highly qualified pool of prime vendors, but also from a place that: Provides Mission Partners access that is affordable to their budget. Cuts through traditional procurement policies and practices to streamline and accomplish the end goal and performance. Continuously strives for improvements to provide best-in-class solutions to our community partners. � Scope: In the spirit of cultivating the good and refining areas for growth, ACC-APG will leverage the current model of providing a broad scope to facilitate support to a diverse group of organizations and wide-spectrum of C5ISR mission areas. This recompete will incorporate numerous services that fall under the categories of Engineering Services; Research, Development, Test, and Evaluation Services; Logistics Services, Acquisition and Strategic Planning Services, and Education and Training Services. ACC-APG also plans to conduct research with our internal and external Stakeholders to capture the evolution of current needs, as well as gauge the landscape for new scope to incorporate. Next Steps: Our intent is to collaboratively plan with you, our Stakeholders, to ensure the end-product meets the current and future needs. We greatly value our current Government and Industry Partners� first-hand experience and insight, but will also be seeking to hear from others who either considered RS3 in the past, or have not yet had the opportunity. Please monitor SAM.gov for periodic updates and market research activities. This will be accomplished through future requests for information, Industry Days, special notices/sources sought, and more. PLEASE NOTE: This communication is for the sole purpose of providing the acquisition community with information. No response is requested at this point in time.
