- Solicitation Number: W50S84-23-B-0002 Restrictions: Women-Owned Small Business NAICS: 237310 Highway, Street, and Bridge Construction Size Standard: $45M Project Magnitude: Between $250,000.00 and $500,000.00 Title: Repair Base Road Sealant and Striping Project MBMV222332 Location: Battle Creek Air National Guard Base, MI 49037 (Calhoun County) Period of Performance: 180 Calendar Days Issue Date: Tentatively 8 Aug 2023 Pre Proposal Conference and Site Visit: TBA Closing Date: Tentatively 8 Sep 2023, 10:00 pm Award date: Tentatively September 2023 PROJECT DESCRIPTION: Currently the base is serviced by variety of roadways and parking areas. �Contractor shall provide all labor, materials, tools and equipment necessary to: Sealant: Seal all cracks visible in the defined pavement (approx. 11,000 LF) Striping: All roads on the base currently have striping, including centerlines, road boundaries, crosswalks, and stop bars. Striping: Re-stripe all centerlines, boundary lines, crosswalks, and stop bars on all roadways. I. Re-stripe twenty-two (22) SF of crosswalk II. Re-stripe eighteen (18) SF of stop bars III. Re-stripe five thousand eight hundred (5,800) SF of center lines. IV. Re-stripe thirty-one thousand four hundred (31,400) SF of boundary lines. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but no later than midnight 30 Sep 2023. The projects magnitude is between $250,000.00 and $500,000.00. This requirement will be 100% set-aside for Women-Owned Small Business (WOSB) concerns. Offers from other than Small Business concerns will not be considered. For Small Business information please see http://www.sba.gov/. The following NAICS code 237310 will apply with the Small Business Size Standard of $45 Million. This project will be awarded as a firm-fixed price contract. The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. Solicitation W50S84-23-B-0002 information will be advertised electronically on or about 8 August 2023 at https://www.sam.gov/ with an anticipated award date of September 2023. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available. No facsimile proposals will be considered. Contractors shall be fully qualified in all aspects of the requirements to be considered. The Government contemplates a basic contract period tentatively commencing� on September 2023 through March 2024. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor�s 85 percent subcontract amount that cannot be exceeded�. In accordance with FAR 36.211(b), the following information is provided: (1)�� �The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2)�� �Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. (3)�� �In accordance with FAR Part 14, 36, and FAR 19.805, the successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors.
