Description
FY23 INTERP VESSEL REPLACEMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 336612 with a small business size standard of 1000 The Cape Lookout National Seashore, 131 Charles Street Harkers Island, NC, 28531, is seeking to purchase a boat and trailer. All interested companies shall provide a quotation for the following: Boat Specs: All make/model or part numbers are for reference only. Any reference to a particular brand shall be considered brand name or equal. This procurement is for a total package, to include hull, motor, trailer, and all accessories installed. -Vessel will be fully rigged with motor and all listed accessories. -Vessel will be delivered to park fully operational and ready for sea trial as described below. Vessel to be delivered on trailer specified below. -Pre-Delivery inspection will be complete prior to acceptance. -Sea trial will be complete with 2 NPS personnel at time of delivery, prior to final acceptance. -Vessel, outboard motor, and trailer will be delivered on trailer ready for seal trial to: Cape Lookout National Seashore 131 Charles Street Harkers Island, NC, 28531 -Hull: -Approximately 23-foot Flat bottom skiff with center console. -100% composite construction with fiberglass stringer grid and foam flotation. -Fiberglass construction, chopper and hand-laid. -Full marine gelcoat interior and exterior for industrial use. -Exterior gloss (White or off-white). -Interior (white or off-white) base, flake or speckle finish suitable. -Interior surface to be of non-skid finish. -Gunwales and front deck to be of non-skid finish. -Flat bottom (Accu-Track Hull). -Gunwale top width: 10.5 inches at the stern, 12.5 inches at the midship, 16 inches at the bow. -Anti-skid/ Traction aid integrated into gelcoat on horizontal surfaces of gunwale and bow. -Maximum draft: 8-10 inches. -Minimum freeboard: 18 inches stern, bow 20 inches. -Overall hull length: 22' 7"" -Beam: 8' 7"" -Floor width: 6'1"" -11 Person or 1650 pound Capacity. -Fuel Capacity, 40 gallon minimum, 50 maximum. -Hull Color- White or off white -Bottom to be etched and painted with anti-fouling paint. Color Black. -Bottom paint to extend from water line to all submerged surface area of hull. -Trilux 33, or equivalent. -Bottom to be etched, sanded, and prepped per paint manufacturers specifications -Vessel will be self-bailing, floor will be above water line and drain through rear scuppers. Boat will not require bilge pumps to stay afloat during heavy rain. -Fiberglass Center console with no forward seating to include: helm, controls, windshield, grab rail, integrated T-Top with canvas curtains, flush mounted electronics -Leaning post with storage box and cushioned seat. -Full perimeter rubber, D-style, commercial rub rail. - Rear swim platform with ladder. -No manufacturer decals, no graphics. -All hardware, screws, bolts, fasteners, and hinges located anywhere inside/outside on the vessel will be marine rated Type 316 Stainless Steel. Motor: -Yamaha F150XB, four stroke, propeller lower unit, digital controls. -Extra Yamaha Jet drive lower unit to fit Yamaha F150XB, capable of being swapped with Propeller lower unit. -Matched Yamaha controls. -Yamaha ignition, wiring harness, and control cables. -Stainless steel 3 blade propeller. -One 10 micron, racor style fuel filters, with clear bowl. -Digital Yamaha gauges in dash. -Outboard Engine to be warrantied for a period of 5 years. -Engine to be rigged, tested, and delivered as a fully operational vessel. Rigging: (All to be installed prior to delivery) -Dual batteries with dual switch. Batteries to be deep cycle Marine type, sealed, AGM. -900CCA Nominal, each. -Automatic bilge with float switch installed in bilge. Controlled on main rocker/switch panel. Float switch and bilge will be wired so that it operates the bilge when triggered while batteries are in the off position. -Stainless steel cleats: single Pop-up bow cleat, two forward cleats, two mid (near center console), two aft. Able to accept "" braided dock line. -Compass flush mounted on dash: Ritchie HF742 -Washdown system. -Stainless steel hauser pipe, two forward, two aft. Full navigational light package, USCG requirements, LED. -All navigational lights to be LED. -Illuminated and waterproof, marine rated, switch panel for all accessories, labeled as installed. -Switch/rocker panel and all accessories to be protected by marine-rated breaker panel. Blue Seas Systems Breaker panel or equivalent. Each circuit to be individually protected. -Hydraulic, zero-feedback steering. Seastar Commercial Application or Equivalent. -Jack plate to fit F150 Yamaha and 23 foot skiff (Bobs Machine 4' setback Action series jack plate or equivalent). Electronics/ Nav: (All to be installed prior to delivery) -In-dash navigation, Garmin, GPSMAP 942XS bundle (or equivalent) Garmin, sonar -In-dash VHF radio (ICOM M424G or equivalent) Installed. With fiberglass antenna mounted on t-top. -T top mounted spotlight, spotlight to be controlled from the helm. Forward facing. -Spotlight to be LED. -225,000 candela rating, minimum. -LED courtesy lights mounted. LED Spreader light mounted on t-top facing forward and aft, to illuminate deck. -Controlled by main rocker/switch panel. -Install park provided Motorola radio on/in dash. Antenna to be mounted on t-top. Do NOT include: (Remove if necessary) -No bow rails and No anchor pulpit on bow. -No rod holders. No rocket launchers. -No secondary controls, no controls or helm outside of cabin. -No bait well. -No cooler. -No overhead ventilation hatch in bow/cuddy. -No head/porta-potty. -No fish box. -Trailer: -Ameratrail AS2426TMB or equivalent. -Double, torsion, axle. Not leaf sprung. -Bunks will be standard timber and carpet. -Surge Brakes. -Full aluminum construction. All supports, all brackets, all I-beams. -LED light package. -Rated capacity 150% of full fueled weight of vessel. -Nylon webbed hand winch, NOT WIRE, NOT ROPE. -Aluminum mag wheels. -Trailer will be setup specifically for the above listed vessel and be delivered to CALO on this trailer. -Trailer to be delivered with 1 spare wheel/tire. Mounted to front of trailer. -Accessories: -2 Anchors, traditional, 10lb. With 10' stainless chain and 50' braided line. -4 Life vests, Mustang Self-inflating. Red. -USCG approved day/night flare and signal package. -USCG approved fire extinguisher -USCG approved throwable lifesaving flotation device. -3 Dock lines, 5/8 double braid nylon, UV resistant. Closed eye one end. 20' length. -Include first 2 Yamaha factory required service. All parts and labor. -Park will deliver vessel up to 30 miles for service. Otherwise dealer responsible for transport of vessel to and from park. Award shall be made to the quoter whose quotation the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: meeting or exceeding the requirement, past performance, technical capability, and price. All quoters shall submit the following: Price quote and specifications All quotations, shall be emailed to William_leady@nps.gov This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoter shall list exception(s) and rationale for the exception(s). Submission shall be received not later than August 24, 2023 at 4:00 pm Eastern Daylight Time. All submissions shall be emailed to William_leady@nps.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
