- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� Solicitation number 20341923R00005 is issued as a request for proposals (RFP).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.� The United States African Development Foundation (USADF), a U.S. Government Corporation fostering grassroots participatory development in Africa, has an immediate need to purchase the following vehicles: four (04) Toyota Land Cruiser Prado TX-L, model GDJ150L/R-GKFEY, and one (1) Toyota Land Cruiser 76 Hardtop, model HZJ76L-RKMRS, on a brand name or equal basis. (See Attachment A - Salient Characteristics for details) If the proposed vehicles are other than those identified above, you must indicate the demonstrated ability of the vehicle to handle rough terrain and tropical climates as are found in Africa. Box 11802, Kampala Kampala, Uganda Liberia � Shipments (Supplies/Equipment) destined for Post Monrovia should be marked as follows: Consignee: American Ambassador (United States African Development Foundation - Attn: Country Program Coordinator) American Embassy 502, Benson Street Monrovia, Liberia Attn. GSO Notify party: American Ambassador American Embassy 502, Benson Street Monrovia, Liberia Points of contact (POC�s) will be shared upon contract award. Requirements for Supplies & Equipment: Pre-alert notifications, copies of inventories, commercial invoice, CTN (cargo tracking certificate new mandatory requirement from the government of Liberia) and express release bill of lading should be email (MonroviaGSOShipping@state.gov) at least three weeks prior to arrival of incoming shipment/s to post. Express release is our preference (to clear shipment without the presentation of the original bill of lading). Please make sure freight payment is settled at origin. Delivery must be completed no later than 45 days from the date of award although earlier delivery will favorably affect the offeror�s evaluation. Price must include all shipping, insurance, and preparation charges to delivery points. The offeror must provide proof of the availability of maintenance and repair services in Benin, Cote D�Ivoire, Kenya, Uganda, and Liberia, respectively, to include the vendor�s name, address, and telephone number. Please include any warranties that apply. Please also identify the approved authorized dealers in each country that can provide the manufacturer warranty and after-sales service. The award of a contract will be made to the Offeror whose proposal contains the price and technical features, including delivery date (schedule), offering the best overall value to the Government.� Price and technical factors, including the delivery schedule and proof of service availability, are approximately equal.�� Interested offerors shall email questions to purchasing@fiscal.treasury.gov with the subject line �Questions for 20341923R00005�� Vehicles for USADF CPC Field Offices, Attn: MR/PW�� by Wednesday August 16, 2023, no later than 10:00 a.m. U.S. Eastern Standard Time (EST). Offerors shall submit their proposals in English by e-mail to �purchasing@fiscal.treasury.gov, with the subject line �Quotation for 20341923R00005�� Vehicles for USADF CPC Field Offices, Attn: MR/PW. Proposals must be in US dollars. Proposals are due by 10:00 a.m. U.S. Eastern Standard Time (EST) on Wednesday, August 23, 2023.� Your proposal must also include the date the vehicle will be ready for delivery. Only proposals meeting or exceeding the specifications listed above and optional items listed herein will be considered by the Government.� Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offers.�
