M67854-24-I-4001 REQUEST FOR INFORMATION (RFI) CONSOLIDATED EMERGENCY RESPONSE SYSTEM (CERS) THIS IS A REQUEST FOR INFORMATION: This RFI is issued solely for information and planning purposes and does not commit the Government to contract for any supply or service. This RFI is intended solely for market research under Federal Acquisition Regulation (FAR) Part 10. No solicitation is available at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure devices or to issue a solicitation. Contractors are advised that the Government will not pay for any information received as a result of this RFI or accept any responses as offers. All costs associated with responding to this RFI will be solely at the interested party�s expense. Contractors should mark any proprietary information clearly and appropriately. The Government will not be held liable for any damages incurred if proprietary information is not properly identified. Responses will not be returned. The information provided in this RFI is subject to change and is not binding on the Government. The Government may provide additional information and issue additional RFIs at its discretion. Edmond�kevin.edmond2@usmc.mil�as well.�� BACKGROUND:� Marine Corps Systems Command (MCSC), the predecessor to the current organization, Program Executive Office Digital & Enterprise Services (PEO Digital), was tasked with deploying CERS aboard installations worldwide to bring installation emergency response systems into compliance with the Secretary of Defense (SECDEF) Memorandum (January 2010) in reference to the Fort Hood Task Force recommendations and Secretary of the Navy Policy on Emergency Calls.�� CERS provides Enhanced 911 (VESTA) capabilities along with the Computer Aided Dispatch (CAD) of emergency personnel and First Responders to USMC installations around the world. CERS coordinates installation organic First Responder emergency and day-to-day operations. First Responders encompasses Firefighters, Law Enforcement (LE) and security personnel, and Emergency Medical Technician personnel who provide the initial, immediate response to an all-hazards incident. CERS was deployed as a turnkey solution in a two-phased approach.� The first phase, CERS 1.0 Motorola Solutions, Inc. (MSI) SPOK E911, fielded components to support E911 functionality (e.g., Local Area Network), dispatch furniture, and E911 Customer Premise Equipment (CPE).� The second phase of CERS, commonly referred to as Dispatch Alerting and Records management (DAR), included a turnkey Commercial Off-The-Shelf (COTS) CAD, integrated Geospatial mapping, Fire Station Alerting (FSA), Records Management System (RMS) interface (both LE and Fire and Emergency Services (F&ES), and associated CPE. Both phases included system installation, integration, and implementation; system warranty and support; and system operator training.� These phases as completed make up the current CERS iteration. Beginning in September 2021 the MSI SPOK E911 subsystem was modernized to the MSI VESTA solution with completion of VESTA modernization at all 13 CERS Installation sites and one Systems Integration Lab (SIL).� While MSI VESTA is not in the CERS Security Authorization Boundary, it is a subsystem within the CERS Programmatic Product Baseline that runs parallel with existing CERS and remains outside of the CERS Authority to Operate (ATO).� VESTA operates on a closed network that does not connect to the rest of CERS.� VESTA does not connect to the internet, the Marine Corps Enterprise Network (MCEN), does not have e-mail services, nor interface with any other network. REQUEST FOR INFORMATION:� PEO Digital & Enterprise Services, PfM MCSES, PM N&I is requesting responses to determine the availability and technical capability of sources to potentially provide services as described in the draft Performance Work Statement (PWS) provided as Attachment A.� The draft PWS is subject to change and does not impose on the Government any contractual obligation. INSTRUCTIONS:� Responses to the following RFI questions should be submitted in no more than 25 pages. All responses must include the following: Business name and address; Name of company representative, title, and contact information; CAGE code; Unique Entity Identity (UEI); and, NAICS codes your company operates under. Responses shall include the following: Describe your company�s capability to quickly staff and successfully perform tasks described in the attached draft PWS. Please include a detailed explanation of your company�s history and experience with these tasks and the efforts you provided. Work on this contract will primarily be accomplished at the Government�s facilities.� Indicate if you have a current Secret Facility Clearance, and if so, when does it expire. Specify the NAICS code your company believes best fits this requirement and provide detailed supporting rationale. Specify what types of labor categories your company would anticipate for this effort. Offerors should discuss and quantify, to the extent practicable, any costs and benefits to support their proposed management strategy. Provide information relating to your company�s potential approaches to supporting data transfer and system migration support to a future potential Next Generation 911 system. Provide feedback on whether the requirements identified within the attached draft PWS (Attachment A) are clear. Please utilize the attached pre-formatted response spreadsheet, Attachment B. If not, what clarification(s) does your company recommend to allow better responses to this potential requirement? Provide information on your company�s ability or inability to support service of the defined locations and systems. Provide information on operational approaches for a consolidated Help Desk for MSI VESTA E911 and associated subsystems. Provide information regarding possible approaches or best practices for maintenance actions on the existing systems. Provide any recommended personnel qualifications, certifications, and training required. Provide Rough Order of Magnitude (ROM) pricing for one base year and three (3) one-year options. Please provide feedback on the attached PWS, particularly areas that are unclear or that raise other concerns. Currently there is no remote capability for patching and scanning. Can your company support in-person patching and scanning on a monthly basis? Are your technicians certified and trained by Motorola to work on the VESTA system? Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.� All government and contractor personnel reviewing received responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
