Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns. The 482nd Contracting Flight is seeking eligible Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses capable of performing electrical construction services to Repair the Airfield Sequenced Flashing Lights System at Runway 6 on Homestead Air Reserve Base (HARB) in Homestead, Florida. Upon review of industry responses to this source sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government�s best interest.� Large business submittals will not be considered.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract.� The Government will not provide debriefs on the results of this research.� All information submitted will be held in a confidential manner and will only be used for the purpose intended. General Work Requirements: The project will include replacing a faulting sequenced flashing light system of our airfield approach lighting system to include but not limited to replacing the master control unit, individual control units, and flashers units. Replacing electrical handholes, power and trigger control circuits, conduits, safety switch and electrical panel-board.� Modifying existing controller and/or workstation program for the Navigation Airport Lighting Control System to operate the sequenced flashing light system via telecommunication cable and radio link from the existing airfield lighting vault. The contractor will be responsible for providing all material, labor, transportation, tools, equipment, personnel, management, supervision and quality control necessary for the electrical construction services to install, repair, and maintain the airfield approach sequenced flashing system and associated work of this requirement. In accordance with DFARS 236.204(iii), the magnitude of construction for this project is between $500,000 and $1,000,000. The appropriate NAICS code for this procurement is 238210 - Electrical Contractors and Other Wiring Installation Contractors, and the small business size standard is $19,000,000. The procurement method to be utilized is Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. Interested small business contractors must be able to comply with FAR Clause 52.219-14, Limitation on Subcontracting. If adequate interest is not received from Small Business concerns, the solicitation will be issued as unrestricted without further notice. Interested sources are invited to respond to this source sought announcement by submitting a capability statement. Capability Statements shall be limited to no more than five pages and shall clearly state the following: Capability in performing electrical construction work on airfield/runway lighting systems. Offerors who cannot provide historical information for their company should provide corresponding information to show how your company would meet the requirements. This information should provide a strong level of confidence to the Government that an offeror would meet or exceed the performance requirements. For more information on the definitions or requirements for these small business programs refer to http://www.sba.gov/.� Responses must include identification and verification of the firm�s small business status. The Government will use responses to this Sources Sought Synopsis to make appropriate acquisition decisions.� The Capabilities Statement for this sources sought�is not expected to be a proposal, but rather short statements regarding the company�s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein.��Submission of a Capabilities Statement is not a prerequisite to any potential future offerings,�but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. Responses are due on Tuesday 15 August 2023 by 5:00 P.M. Eastern.� The submission package shall ONLY be submitted electronically to Sandy Guit� at sandy.guite@us.af.mil.
