Description
Request for Information (RFI) This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please find the below requirement Please provide your feedback on the requirement Please provide a Rough Order of Magnitude to complete these services In addition to providing a response to the attached Product Description please confirm that your team can or cannot comply with the below FAR clause if this were issued as a Set-Aside type solicitation. BACKGROUND The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Office of Administration (OA) strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. The OA is charged with supervising a wide range of administrative support services for Department of Veterans Affairs (VA) employees. OA is focused on providing exceptional quality customer service to a workforce dedicated to serving veterans and their families. OA is composed of 16 major business lines that include but not limited to the Space and Renovation Service, Building Management Services, Support Services, Executive Transportation, and the Records and Information Management program. Equally important, OA implements transit subsidy policies and programs and offers subsidized parking and programs and offers subsidized parking for qualified individuals. With the well-being of the workforce in mind, OA oversees the implementation of Department-wide policies and programs of Occupational Safety and Health Workers Compensation Programs, and the VA Personnel Accountability System (VA-PAS). The VACO Records and Information Management program provides adequate and proper documentation of VA s activities and ensure records in any medium can be assessed as needed and authorized. This includes adherence to the Federal Records Act, The Privacy Act, and the Freedom of Information Act (FOIA). Records regardless of media will be created, maintained, used, disposed and preserved to document the business transaction of the Department. This includes providing design, photography, and audio-visual services via Medial Services, as well as overseeing the distribution, management, and collection of government-furnished equipment via the Property Management Division. INSTALLATION OF THE ERMSA The contractor shall provide a commercial off the shelf (COTS) software ERMSA software and ongoing support service. The software application must be able to discover redundant, duplicate, obsolete, and unnecessary data and remediate information at risk of spillage. The software application must also inventory electronic content holdings in file shares, SharePoint, Microsoft Exchange, and other repositories (including cloud-based repositories), identify duplicated content and delete files as appropriate, remediate sensitive content such as personally identifiable information (PII), protected health information (PHI), agency confidential documents including Controlled Unclassified Information (CUI), and other information that should be controlled to minimize risk. VA intends to conduct a review of this documentation via VA employees utilizing the software. The contractor shall provide an electronic records management software application that will enable VACO to identify and categorize documents by using policy metadata extraction to meet the agency specific Records Management Standards and model records against the General Records Schedule and or Records Control Schedules. The software application must be able to develop records taxonomies and file plans that can be used to discover and auto-categorize files into retention schedules and manage the content in place or migrate it to restructured file shares or other systems. Also, provide an automated method of monitoring ongoing compliance with information governance policies and updating taxonomies and records metadata. The contractor shall provide an electronic records management software application that will identify documents that are due for disposition based on internal and external policies, tag metadata, and mark-up documents for review, deletion, and migration. The records must be classified regardless of the file type, format, and location. VA intends to use the VA SharePoint as the platform to house the overall records. Deliverables: Installation of ERMSA CONDUCT USER ACCEPTANCE TESTING (UAT) The contractor shall conduct UAT to check for bugs, and stability issues. The contractor shall document all bugs and related system issues received from the government users during the UAT process. The contractor shall fix and mitigate all identified issues. Deliverables: UAT ERMSA TRAINING The contractor shall provide training (virtual or in person) to the designated VA employees who will be designated by the government as a super user on the ERMSA system. The training shall be accompanied by a PowerPoint presentation, (as a supplemental training aid) for the in-person training at the designated government location indicated in this PWS. The training shall include but not limited to a step-by-step instruction on how to access the system, input information into the system for record storage, record disposition, etc. The training shall cover a step-by-step process on running reports and the life cycle of the record for the VA employees. The training shall Deliverable: ERMSA step-by-step training (in person, virtual) with supplemental training aids 852.219-77  VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction. As prescribed in 819.7009(c) insert the following clause: VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (SEP 2021) (DEVIATION) (a) Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that (1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows: [Contracting Officer check the appropriate box below based on the predominant NAICS code assigned to the instant acquisition as set forth in FAR 19.102.] (i) [ ] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6. (ii) [ ] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted. (iii) Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted. (2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution. (3) If VA determines that an SDVOSB/VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following: (i) Referral to the VA Suspension and Debarment Committee; (ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and (iii) Prosecution for violating section 1001 of title 18. (b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. The Contracting Officer may, at their discretion, require the Contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the Contracting Officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed. (c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate. (d) Offeror completed certification/fill-in required. The formal certification must be completed, signed, and returned with the offeror s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
