- Description
- The National Health Interview Survey (NHIS) is the nation�s primary source of general health information for the resident civilian noninstitutionalized population and has continuously collected data annually since 1957.� Each year, NHIS interviews around 30,000 households, randomly selects one adult and one child (if any) per household and collects health information for around 27,000 sample adults and 9,000 sample children.� The Data Analysis and Quality Assurance Branch (DAQAB) of Division of the Health Interview Statistics (DHIS) is responsible for checking the quality of survey data collected by Census interviewers, preparing survey file documentation, analysis of survey data and subsequent dissemination of analytic products, providing technical consultation to NHIS data users. The Data Production and Systems Branch (DPSB) of Division of the Health Interview Statistics (DHIS) is responsible for data receive control and preliminary data quality checks of the survey responses, editing, recoding, processing and transformation of the data, and the generation of public use and restricted use data files and documentation files. Branch staff work closely and collaboratively with other staff in the Division to develop the content, ensure the quality of the data and metadata and produce release artifacts for public dissemination on the NCHS website. The purpose of this requisition is to acquire the services of two software developers and two intermediate statisticians.� The intermediate statistician will assume responsibility for the following tasks: NHIS descriptive data analysis, review and verification of estimates and text, and assistance with quality assurance work. The software developer must be familiar with web and database technology and interfacing with statistical programming environments like SAS using Extract, Transform and Load (ETL) processes. Experience working with the Microsoft SQL Server relational database and associated Business Intelligence (BI) tools such as SQL Server Integration Services (SSIS), SQL Server Analysis Services (SSAS), SQL Server Reporting Services (SSRS), and application development using Visual Studio, ASP.net and C# are highly desirable. These tools will be used to load metadata from external systems, edit and modify the metadata in the database, generate a variety of reports from the metadata using a dashboard of applications and extract the metadata for external applications such as data visualizations, etc. Interfacing these applications with a SAS environment that is used for all data processing will also be useful. EVALUATION FACTORS TECHNICAL EVALUATION CRITERIA The Government will perform a qualitative technical review of proposals.� Technical factors will be more important in the evaluation than price.� The technical proposal will be scored against the evaluation criteria.� The evaluation criteria are: 1) Technical Factors and Understanding of Requirements; 2) Experience; and 3) Management Plan and Personnel.� Factors 1 through 3 are listed in descending order of importance, with Factor 1 (Technical Factors and Understanding of Requirements) being the most important.� When combined, all non-price factors are significantly more important than cost or price.� In those instances where proposals are judged to be essentially equal, as a result of the technical evaluation, cost or price shall become the determining factor.� Evaluation of an offeror�s technical proposal will be evaluated independently of the price proposal. Technical factors will be rated individually using and adjectival scale of outstanding, good, acceptable, poor, and unacceptable.� 1. Technical Capabilities and Understanding of the Requirements The offer�s plan shall provide a detailed and comprehensive narrative demonstrating a complete understanding of the intent and requirements of the statement of work. The offeror shall demonstrate domain experience in pre-fielded survey question evaluation and reporting of cognitive interviewing practice and the various survey types. The offeror shall demonstrate an understanding of the logistics, and the schedule required by the statement of work. The offeror shall discuss their plan and solutions for overcoming potential difficulties involved in performing the work requirements and appropriateness and soundness of proposed solutions. 2. Management Plan and Personnel The offeror shall describe a personnel management plan for accomplishing the work expectations of the statement of work.� This shall include how roles and responsibilities will be divided, decisions made, work monitored and quality and timeliness assured for the tasks requested. The offeror shall explain how their organizational structure will lend itself to beginning studies quickly, concurrently monitoring and directing activities, and assuring quality of the tasks described in this statement of work.�� The offeror shall adequately describe the staffing they propose in terms of qualified technical staff, number of staff, including skill sets to adequately complete the tasks described in the statement of work and the rational for their proposed approach.� Proposed personnel shall include their experience, education, skills, and qualifications to do the job.� The backgrounds of the personnel shall reflect length and variety of experience and expertise in tasks similar to the tasks required by this statement of work and any relevant training. The offeror shall describe their approach to rapidly obtain and/or replace qualified staffing resources to support existing or to meet changing workload requirements. PRICE� The total evaluated price will be determined by adding the total value of all to determine a total evaluated price. The basis of the proposed price must be compatible with all other elements of the proposal.� A price analysis of the quote will be conducted to determine the reasonableness of the Contractor�s price. Since discussions are not contemplated, the Offeror should submit its best price in its initial submission of the proposal.���
