Description
This is a notice of intent to solicit and award a sole source contract as authorized by Federal Acquisition Regulation (FAR) FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.� The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Science & Technology (S&T) Directorate, Systems Engineering and Standards (SES) Division hereby issues this notice of intent to award a sole source contract to OASIS Open, 100 TradeCenter, Suite 5900, Woburn, MA� 01801.� Background OASIS is a not-for-profit international consortium that drives the development, convergence, and adoption of open standards. This consortium produces more Web services standards than any other organization along with standards for security, and e-business. This consortium also coordinates standardization efforts of more than 5,000 participants representing over 600 organizations and individual members in 100 countries. This includes Open Project sponsors from the US Department of Defense (DoD), US Federal Bureau of Investigation (FBI), and US National Institute of Standards and Technology (NIST), along with contributions from the US Department of Homeland Security (DHS). Scope The DHS S&T Systems Engineering and Standards Division seeks to establish OASIS membership at the Open Project sponsor level and enable access and participation in the development and standardization of open standards in accordance with OMB Circular 119 mandating use of voluntary consensus standards. SES shall be able to participate in all OASIS Open Project forums including existing committees as well as future OASIS open projects to serve Systems Engineering & Standards Division mission. In addition, establishing the National Information Exchange Model (NIEM) as an open standard is in alignment with the National Technology Transfer and Advancement Act (NTTAA) and OMB A-119 Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities. Establishing NIEM as an official standard further enables interoperability between Department of Homeland Security information technology (IT), national security systems (NSS), and other government agencies through implementation of the NIEM. The services provided by OASIS Open are generally described and captured by North American Industry Classification System (NAICS) code 813920 � Professional Organizations. Place of Performance: The primary place of performance will be online. Period of Performance: The anticipated membership is 36-months: a base 12-month membership and two optional 12-month periods. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement.� Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
