- Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 This is a notice of intent to award a sole source contract to: FOUR POINTS TECHNOLOGY, L.L.C. 14900 Conference Center Drive Suite 100 Chantilly, Virginia 20151 The Department of Veterans Affairs, Bath, NY VA Medical Center intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253 Competition Requirements and FAR 6.302-5, Authorized or required by statute. The proposed sole source contract is for the procurement of 528A6-22-671 UPGRADE NURSE CALL SYSTEM BUILDING 76 at the Bath VAMC in Bath, NY. The proposed contract action will be a firm fixed priced contract. The NAICS code is 541519 with size standard of 150 employees. Based on preliminary research conducted via direct contact with multiple vendors in this market, it is determined that Four Points Technology is uniquely qualified to perform the specific equipment upgrades to the existing Hill-Rom Nurse Call system. Based on the equipment configuration required to adequately upgrade the existing system in Bath, NY and the lead time normally required for system manufacture, assembly, operational testing and delivery, normal competitive procedures do not support this critically urgent need. Four Points Technology is a verified SDVOSB and with the support of The Hill-Rom Company they can source a fully assembled system in an operationally ready condition, and they have the resources available to ensure proper installation and testing. Additionally, Four Points Technology is an SDVOSB construction firm specifically certified in the maintenance and upgrade of Hill-Rom Nurse Call systems. The Bath VA Medical Center currently has a Hill-Rom Nurse Call system and therefore replacing the entire system throughout the hospital would be significantly more expensive and time consuming to integrate than just upgrading the current system. This notice is NOT a solicitation announcement, NOT a request for competitive quotes, NOT a request for proposals and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However, if any SDVOSB firm believes that it possesses the capability, training and current access to supply Hill-Rom nurse call systems to at the Bath VAMC s please notify the Contract Specialist by Friday, September 8, 2023, at 4PM EST via email at Devan.Bertch@va.gov. Telephone requests/inquiries will not be honored. The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated and a determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with a sole source award to FOUR POINTS TECHNOLOGY, L.L.C..
