- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS ARE NOT BEING REQUESTED. This notice is for the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non-Competitive Procedures and 13.106-1(b) Soliciting from a Single Source. The National Institutes of Health (NIH), National Library of Medicine, intends to enter a contract on a sole source basis with the OCLC Online Computer Library Center, 6565 Kilgour Place, Dublin, OH 43017 to renew an annual OCLC Subscription Service for FEDLINK, FirstSearch, Cataloging and Metadata, WorldShare ILL, and Direct Express for the period of 08/22/2023 - 08/21/2024. National Library of Medicine requires access to the OCLC's cataloging, resource sharing, reference and discovery services to assist in performing its core functions of managing the collections and providing access to content for its users. These products and services, which support essential library operations, include metadata management, resource sharing, discovery and reference, collection management and analysis and training and support. NLM must have these to perform their mission. This notice incorporates provision and clauses in effect in the FAC 2023-04 effective June 2, 2023, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about August 21, 2023. The North American Industry Classification System Code (NAICS) applicable to this requirement is 519210 and the business size standard is $21.0 million. Only one award will be made as a result of this solicitation. This will be a firm fixed price type order. Interested Offerors may submit a capability statement not exceeding 5 pages in length which details their ability to satisfy this requirement. Quotes, capability statements, and related (non-proprietary) materials, or any questions must be submitted in writing by email to the Contracting Specialist, Janna Weber at janna.weber@nih.gov and Contracting Officer, LaDonna Stewart at ladonna.stewart@nih.gov no later than 11:00 am Eastern Time on August 14, 2023. NO collect calls will be accepted. NO facsimile transmissions will be accepted. Any quotation, if timely received by an eligible offeror, shall be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
