- Pre-Solicitation Notice Project Number 657A4-23-770 Repair Cooling Tower 2 NCO15 Contracting is asking for responsible vendors to meet the attached statement of work. This is a total set-aside for all SDVOSB vendors. The vendors must meet all evaluations factors as indicated in the solicitation document. The Statement of Work is for performance of work associated with construction documents for the project 657A4-23-770 Repair Cooling Tower 2 at the John J. Pershing VA Medical Center, located at 1500 North Westwood Boulevard, Poplar Bluff, MO 63901. The contractor shall provide all services, materials, labor, supervision, safety, certification and expertise for items described in the provided Construction Documents; drawings and specifications. Work shall be phased in a manner that is not disruptive to Medical Center Operations. Contractor shall remove and replace all leaking components to include the complete coil assembly and associated piping connections in cooling tower 2 (Building 1 roof over penthouse). Contractor shall provide all materials and means necessary to complete the service. In order to properly remove and replace said components, contractor shall isolate chiller 2 (Building 1 penthouse) by means of removing R-134a refrigerant, sealing refrigerant piping and circuits and maintaining a nitrogen charge to all refrigeration piping and circuits A and B to prevent moisture contamination of all refrigeration piping to include circuits A and B during the scope of the Project. Contractor must maintain operation of chiller 1 and cooling tower 1 during construction. Contractor shall also isolate and drain condensing water piping necessary to complete the replacement of the leaking component to include the refrigerant coil on cooling tower 2. Refrigerant from circuits A and B shall be drained into approved refrigerant cylinders with proper labeling meeting the requirements of the EPA. It is anticipated that Seismic bracing must be removed to complete the work but will be at discretion of the contractor. Upon replacement of known leaking components to include the complete coil assembly and piping connections, contractor will then conduct thorough analysis of entire system to ensure there are no additional leaking components. At the completion of the repair and replacement of the refrigeration coil, the contractor shall clean all refrigeration piping with an approved product and dry with nitrogen to include the proper purging prior to re-charging the refrigeration circuits A and B with r-134a. All steps of clean, drying purging and charging of refrigeration circuits A and B shall be verified by the VA.. The period of performance is estimated to be approximately 120 calendar days after Notice to Proceed (NTP). The principal NAICS code for this acquisition is 236220, Commercial and Institutional Building Construction, and the FSC is Z2DA, Repair or Alteration of Hospitals and Infirmaries, Business size of $45 Million. The Solicitation will be posted on or about August 10, 2023.
