Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes to identify interested vendors for the requirement detailed below. A formal solicitation, performance work statement, and technical exhibits are not available for release at this time. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The US Geological Survey (USGS) Southeast Ecological Science Center has a requirement for 15 telemetry tags (Mini-PAT Tags) to track movements of cobia across the Guld of Mexico. U.S. Limited data suggest cobia migration patterns are being altered by climate change but there isn't enough data to fully understand the issue and as such managers cannot respond to potential changes in the movement patters of this species. USGS Southeast Ecological Science Center is conducting a study to document movement patters of cobia in the easter Gulf of Mexico. Mini-PAT Tags are used to gather environmental information such as light angles and intensity, water temperature and salinity, in addition to tri-axial accelerometer data that record position of the tagged organism in the water column. The Mini-PAT Tag is affixed to externally to the organism, it remains affixed until some force causes it to be removed from the animal (e.g., the tag is caught in something and the tether breaks, the animal rubs against a structure, etc.). At that point, the Mini-PAT Tag floats to the water's surface and transmits the archived data to satellites where researchers can remotely access the information. If the tag is retrieved, additional data can be downloaded. This study is in partnership with the Gulf States Marine Fisheries Commission, Texas A&M University, and the Harte Research Institute. USGS requires the ability to combine data sets with our partners we must use the same equipment, or the data will not be comparable. USGS also is required to use a tag with an adaptive transmission schedule. This allows the tag to send as much data as possible given the release date and helps determine the cause of conditional release evens. The Government anticipates award of a firm fixed price contract. The issuance of a solicitation will be determined by the results of this request for information. The solicitation and any documents related to this procurement will be available over the Internet. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). The North American Industry Classification System (NAICS) code is 334511 and the size standard is 1,350. Interested firms who feel that they can provide the Mini-PAT Tags based upon the criteria specified herein, are invited to submit in writing an affirmative response to this announcement. An affirmative response must include references with contact names, email address, and phone numbers. These references are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. All responses must be submitted NLT Tuesday August 15, 2023, at 10:00 am MST via e-mail to: dparkin@usgs.gov. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the SAM.gov website and no paper copies will be provided.
