Description
Notice of Intent to Sole Source Notice of Intent to Sole Source for CO2 slab laser with installation and commissioning and compatible chiller In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Coherent NA, Inc. for the purchase of a CO2 Slab Laser with installation and commissioning and compatible chiller. COHERENT NA, Inc. is the sole provider. This is considered a sole source to COHERENT NA, Inc. because, to the best of the NETLs knowledge based on market research conducted COHERENT NA, Inc. is the only known source that can provide the required type of service. A 2kW CO2 Slab laser with 10.6 m Wavelength is required. Due to the reflective nature of the test samples the laser beam needs to be linearly polarized at a 45o angle and come with a Feedback Isolator (AFTR) mirror. Other required features include an alignment laser (633 nm) and manufacturer supplied chiller. Size is a consideration; the current lab layout allows for 7 x 3 footprint for the laser. The required wattage needed is higher than most standard CO2 slab lasers available while maintaining a small footprint of the equipment. Further, both the CO2 slab laser and the chiller (chiller is located outside) need to be compatible with each other and with beam path and optics already in place for this project. No other vendor could provide the CO2 Slab Laser, the Slab Chiller, installation with commissioning and have the beam path with optics that were compatible with the other portions of the EBC Test Rig. No known potential alternate sources exist which could satisfy all of NETLs requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on August 15, 2023. Responses must be submitted in writing to the Contract Specialist, Anissa Beasinger, via email at anissa.beasinger@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
