- Description
- The Centers for Disease Control and Prevention intends to award a SOLE SOURCE JUSTIFICATION for a firm fixed price contract to OptumLab. We propose a purchase order with� OptumLab. OptumLab will be responsible for the data� collection of electronic health records, health plan claims, and laboratory data� that will be provided to the Division of STD Prevention (DSTDP). The purpose of the data collection is to investigate testing and screening rates, infection rates, and treatments for select STDs.� To that end, linked electronic health records, health plan claims, and laboratory data will be used to monitor trends in sexually transmitted infections, clinical sequelae, and health care services. The requirement cannot be provided by another entity given the highly specialized nature needed. OptumLab data through VMware, is unique in its nature because it includes linked electronic health records, medical claims data, and laboratory data that is essential for the Division of STD Prevention (DSTDP) to better understand how sexually transmitted diseases are diagnosed, managed and treated. One of the most unique aspects of the OptumLab data, is that it has a large proportion (40%) of patients with lab results, that most other data sources do not have. Currently, DSTDP/CDC has access to many administrative data for research, however, none of these data sources include STI-related lab results, including positivity or quantitative values. Another unique characteristic of this data is that it also includes electronic health records (EHR), which will help DSTDP/CDC to better identify and study� STI-related health service research for priority populations, such as MSM, patients with high risk sexual behaviors, patients identified as victims of sexual assault, and patients with drug abuse issues. Additionally, the majority of patients in OptumLab data includes insurance enrollment information. With this enrollment information, DSTDP/CDC is able to conduct specifical studies, including estimation of annual chlamydia screening rates and chlamydia positivity rates among young sexually active women aged 15-24 years among women who have been continuously enrolled in health plans, enabling longitudinal analyses. The requirement is specialized, all other data sources with this level of information do not contain the same level of specificity for laboratory results, and/or do not contain EHR data. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 6.302-1 and 10 U.S.C. 3406. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
