Description
DLA Distribution Norfolk at Portsmouth, Virginia, and DLA Land & Maritime at Norfolk Naval Shipyard, Portsmouth, Virginia, have identified a continued need for labor and logistics support services, which will be advertised under solicitation SP3300-23-R-5006. The Contractor shall provide supervision, labor, material handling equipment, fuels, organic transportation, and travel, to perform supply management, logistics, administrative functions, receipt processing, storage and warehousing, issue and delivery of material, and any other items and services to meet the requirements of the Performance Work Statement. The contractor currently performing these services is Advanced Technology Logistics Inc. under Contract SP3300-21-D-5004.� This contract ends on 31 August 2023. DLA Distribution Norfolk at Portsmouth, Virginia�s primary mission is to plan, program, manage, and execute efficient and effective receipt processing, storage and warehousing operations, material issue and transportation and shipping in support of Naval Sea Systems Command NAVSEA corporate shipyard customers (e.g., Norfolk Naval Shipyard (NNSY) and Naval Station Norfolk (NSN)). The work to be performed is in a distribution and warehousing environment, providing support to corporate shipyard customers. The required services are commensurate with workload and/or available funding. DLA Land & Maritime at Norfolk Naval Shipyard�s primary mission is to plan, program, manage, and execute efficient and effective requisition processing, clerical, technical support and information technology support to Naval Sea Systems Command (NAVSEA) corporate shipyard customers (e.g., Norfolk Naval Shipyard and Naval Station Norfolk) primarily at building 1500 located on the Norfolk Naval Shipyard. The requirement is for a six-month firm-fixed price and cost reimbursable hybrid type contract. The estimated performance periods for this requirement are shown below. Base Period: 1 September 2023 through 29 February 2024 Option Period 1: 1 March 2024 through 31 August 2024 Option Period 2: 1 September through 28 February 2025 The Request for Proposal (RFP) will be issued pursuant to other than full and open competition in accordance with FAR Part 15, Contracting by Negotiation. The statutory authority for this action is contracting by Other than Full and Open competition, 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. The intended source of this procurement is Advanced Technology Logistics Inc. Advanced Technology Logistics Inc. is currently performing the services under contract SP3300-21-D-5004. Advanced Technology Logistics Inc. is the only responsible source capable of meeting DLA�s requirement during the interim period needed and any other alternative would create unacceptable delays in performing the needed labor and logistics support services needed by DLA Distribution Norfolk, Portsmouth, Virginia, and DLA Land & Maritime at Norfolk Naval Shipyard, Portsmouth, Virginia.� �Issuing a new contract to another contractor would not be logical, efficient, or cost effective for the Government. While this synopsis posting and subsequent Request for Proposal are not soliciting proposals, all responsible sources may submit a capability statement or proposal which shall be considered by the agency. The NAICS code and Size Standard are 493110 and $34 million, respectively. �All documents related to this notice will be posted to the Government�s electronic Point of Entry website (Beta.SAM.gov). Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance.
