- This solicitation is a Request for Quotation (RFQ) for the acquisition of non-commercial Tripod Jack Assemblies. Directions to Quoters & Evaluation Criteria This solicitation is prepared in accordance with FAR Part 13. The Government intends to award one definitive contract, utilizing a Firm Fixed Price pricing arrangement. � This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2023-04. � This requirement is being pursued as a 100% Small Business Set-aside.��The 2022 NAICS Code associated with the requirement is: 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing.� The PSC/FSC code is 4920 - Aircraft maintenance and repair shop equipment.�The SBA�s size standard associated with the NAICS code is 750 employees. � Description of item(s) to be acquired: The 309th Aircraft Maintenance Squadron (AMXG) at Hill Air Force Base has a requirement to purchase eight tripod jack assemblies. The contractor shall build each in accordance with the current revision of drawings as identified in Item 3.0 of the Product Description and the materials, hardware, and specifications contained in the blueprints and notes within the drawing, and as specified in the Purchase Description dated 8 August 2023. IMPORTANT:� Please refer to Item 8 (below) for instructions on how to request the electronic drawings. � Price quotes must be valid for thirty-days from the solicitation closing date and must be inclusive of all shipping costs.� (FOB: Destination) � Delivery:� Delivery of all items shall be made no later than ninety days after receipt of the order, in accordance with Item 6.1 of the Purchase Description. � Delivery and acceptance location of all items shall be: � Attn: Kirt Ehlers, (801) 777-5953 Bldg. 225 - 309th AMXG 5875 Southgate Avenue Hill AFB, UT �84056 � TO REQUEST THE DRAWING FILE: �In an email to the solicitation�s points of contact identified in item 12 (below), or the contact information section of this solicitation on SAM.GOV, the Requestor must provide the requesting firm�s cage code AND a current/valid Department of Defense Form 2345, a �Militarily Critical Technical Data Agreement�.� In accordance with DoDD 5230.25, DoDI 2040.02, the ITAR, and EAR, once a drawing request is approved, an email response will be sent via the DOD SAFE portal with instructions on how to download the file.� The drawing file is current as of 10 July 2023 (Rev D).� It is the responsibility of the offeror and the selected contractor to ensure that the Drawing utilized is current. � RFQ submissions are due by 1:00 PM Mountain Savings Time on Monday, 28 August 2023, via electronic mail to�william.lee.66@us.af.mil.� Offeror is responsible for verifying receipt of offer.� Oral offers will not be accepted. � To be considered for award, a qualified Quoter shall:�� a)� Have provided a current and valid CAGE code and DoD Form 2345 with their initial electronic Drawing Request. b)��Provide a concise response (via email with the firm�s name and the solicitation number�FA822423Q0010 in the subject line)�containing sufficient detail to demonstrate the quoter�s technical qualifications and ability to provide the items specified on the delivery schedule required in the Product Description. c)��Provide a fixed price quote in the format listed below: Line Item #001:� � �Tripod Jack Assembly (X201912377 Rev D)� � �Qty: 8� � Price each:___________ Total Price (USD) for All Items:� $_______________�� ??????? Evaluation Factors:��The Government will issue a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a) Price (b) Technical Acceptability, determined by offeror�s quote meeting the requirements as outlined in the attached purchase description, and an evaluation of the qualifications and capabilities information submitted in the quoter�s response. Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. Awardee selection shall be based on a Lowest Price Technically Acceptable (LPTA) basis. One award will be made to the offeror with the lowest priced quote which is found to be technically acceptable. Technical acceptability shall be determined by evaluating the offeror�s quote for a demonstration that the offeror clearly understands and meets the specified requirement in the solicitation and supporting documentation. Only information submitted in the offeror�s quote shall be evaluated for technical acceptability. The offeror shall ensure their quote is clear and excludes inconsistencies or ambiguities. Only the two lowest priced quotes will be evaluated for technical acceptability. The next lowest priced offeror will only be evaluated for technical acceptability if either of the lower priced offers are found technically unacceptable. Competition will proceed in that order until at least two offers are found to be technically acceptable for competition purposes. Only written offers shall be accepted. The Government reserves the right to award this effort based on the initial quotes received without further contact. If, during the evaluation period, it is determined to be in the best interest of the Government to conduct interchanges with an offeror, the offeror will be notified by the PCO. The Government may conduct interchanges either orally or in writing, and may issue interchanges to one, some, or all offerors. The Government shall consider the correction potential of quotes in determining the content of interchanges and offerors with whom to conduct those interchanges. Proposal revisions shall only be submitted in response to Government interchanges. If revisions are submitted, the offeror shall ensure changes are easily identifiable with tracked changes and sidebar markings of those sections that changed from the original submission. A written notice of award or acceptance of an offer, furnished to the successful offeror within the timeframe specified in the offer for acceptance, shall result in a binding contract without further action by either party.
