Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 517111, with a small business size standard of 1500, Product Service Code is 5820. The USCG Aviation Training Center Mobile, Mobile, AL is seeking to purchase Satellite TV services for USCG Aviation Technical Training Center (ATTC) Elizabeth City, Elizabeth City, NC. All interested companies must provide quotation(s) for the following: Contractor shall provide over 120 channels including local, national, international news, and weather channels. 06 Standard HD receivers to be installed in the following locations: Bldg 4 � Student lounge/ CG Express Bldg 4 � Lunchroom Bldg 4 � Chief�s Mess Bldg 4 � Wardroom Bldg 4 � OOD/ Visitor�s area Bldg 8 � Lunchroom Dish to be installed on the roof of building 4. Delivery shall be provided later than 15 days after receipt award of contract. �The contractor must deliver line services to: USCG Aviation Technical Training Center 1664 Weeksville Rd Bldg. 4 Elizabeth City, NC 27909 Place of Performance USCG Aviation Technical Training Center 1664 Weeksville Rd Bldg. 4 Elizabeth City, NC 27909 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Priced Technically Acceptable (LPTA) in accordance with FAR Part 13.106-2. Technically acceptable is defined as the offeror's ability to meet ALL the requirements/salient characteristics identified in the Statement of Work and the offeror's demonstrated ability to perform the contract successfully through Past Performance. Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found NOT to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. The following factors shall be used to evaluate offers: (1) Technical Capability and Understanding - Offerors shall address their proposed method for accomplishing the tasks outlined in the Statement of Work and a well-thought-out approach that is likely to yield the required results within the required time frame, in addition to their overall understanding of the requirements. The offeror shall submit photos (interior and exterior) of the type of school bus that they will use for the services. (2) Staffing Plan - The Offeror shall provide responsibilities and roles of all proposed Key Personnel for this contract. Offerors shall include information on a continuity plan to demonstrate the ability of the company to complete the Statement of Work throughout the entire period of performance with the necessary staff in the event that the key personnel leave the Offeror's employment. (3) Price - Only the lowest priced technically acceptable offer will be evaluated on Price. The Government will evaluate price for reasonableness and award a contract to the offeror with the lowest priced technically acceptable offer. Under LPTA, non-priced/cost factors are of equal importance and are evaluated on a pass/fail basis. There is no ranking of proposals based on non-price/cost factors and no higher value is earned by proposals exceeding the solicitation requirements. Offerors are required to provide a unit price for all items. A zero-dollar figure ($0.00) unit price means the Offeror will provide the service or supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable and the Government has discretion whether to reject the offer without any further consideration. The Government reserves the right to award without discussions, therefore, each initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer. All evaluation factors other than cost or price, when combined are approximately equal to cost or price. The Government will award a Firm-Fixed Price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The anticipated award date is 10 days after solicitation closing date. The full text of FAR provisions or clauses may be accessed electronically at acquisition.gov. Submission of a quote that does not contain all items requested below may result in elimination from consideration of award. Offerors must submit each item of quote in a separate electronic attachment clearly identified as described below. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each quote. VOLUME 1: Section A Schedule of Services: Pricing shall be submitted as requested in the Schedule of Services.� Total price will be evaluated by the Government. Proposed price should reflect a clear understanding of the requirements, is consistent with the various elements of the offer.� Section B Offerors Representations and Certifications:� A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically).� An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at www.sam.gov/portal/public/SAM/. All Offerors shall be registered and current in the System for Award Management (SAM) database. VOLUME 2 Section A Technical Proposal: Offeror shall submit company's detailed technical approach and methodology for completing all requirements of the Statement of Work (SOW). The Technical Volume shall not exceed thirty (30) pages in length, minimum 12-point font.� Page limitation includes any drawings, charts, pictures, etc., and excludes section dividers, table of contents, figures/tables, glossary of terms and cross-referencing indices and resumes -all of which are not considered content pages. � Section B Key Personnel - Identify all key personnel, experience and qualifications. Provide the Department of Labor Classification for each and identify the labor classification on the include Wage Determination.� Provide the Hourly and Overtime Wages for Key Personnel for each contract period of performance. � VOLUME 3 Past Performance Record: Offerors shall provide contract data for two (2) relevant contracts that the offeror is currently performing or has completed during the last five (5) years. The following information shall be included: Contractor Name and Contract Number; Customer points of contact (minimum of two; provide name, telephone number, fax number and e-mail addresses); Length of contract to include Period of Performance (dates); Initial Contract Price; Description of product/service provided (include sufficient detail to demonstrate similarities and dissimilarities to the requirements of this solicitation) All quotations must be sent to the contracting officer�s email at pablo.j.rosa-perez@uscg.mil This is an open-market combined synopsis/solicitation for services as defined herein.��The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
