N0016423SNC04 � REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � Large Focal Plane Array Electro-Optic Sensors and Sensor Systems � FSC - 5855 � NAICS - 334413 Issue Date: 08/10/2023 � Closing Date: 10/10/2023 � 2PM EST The Government is issuing this RFI/sources sought announcement as part of market research purposes to inform the Government�s understanding of industries capability of readily available or mature developmental high-resolution Electro-Optic (EO) sensors or sensor arrays. Specifically, the Government seeks to understand the current availability of large focal plane array (FPA) sensors, large tiled arrays, stitched sensors, and any other product or technique to produce particularly high-resolution sensors operating within the Visible and Near Infrared spectra. Of greatest concern to the Government in this RFI is maximizing the size of the effective array (whether a single array, multiple tiled arrays, or multiple stitched sensors) while maintaining a full-frame rate of at least 30 Hz.� Also of great interest is Region of Interest (ROI) capability � the ability to dynamically select a portion of the FPA to image at a much higher framerate while still maintaining a full-frame 30 Hz (or better) rate. The Government desires these systems to be relatively compact and lightweight, with the ability to transmit raw or minimally compressed video in real time to a separate, third-party image processing system. Furthermore, it is very desirable for the outputs of these sensors to conform to Motion Imagery Standards Board (MISB) Standard (ST) MISB ST 1608 for compatibility with other systems. Responses shall include availability, budgetary cost estimate, and lead time of the solution as well as whether a demonstration unit can be provided to expedite the Government decision making process. All interested parties are encouraged to submit company and product literature, a white paper no longer than five (5) pages, and/or other pertinent information such as description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks.� Responses to the RFI/Sources Sought Market Survey shall include the following: Cover Sheet o RFI Number and Submitter name o Street Address, City, State, Zip Code Business size o Point of Contact (POC)� Announcement Number: N0016423SNC04 ? ���� Table of Contents: List of figures, any additional tables, and references with page numbers Section A: General Capability Statement Section B: Summary of current manufacturing capabilities, developmental status of offered sensor(s) Section C: Technical specifications of EO sensors and any required support hardware ? ����� List of Abbreviations and Acronyms This is a Request for Information/Sources Sought Notice (RFI/SS) announcement to determine the availability and technical capability of businesses to provide the required services.� Additionally, this notice is being published with the intent to conduct market research and to determine the availability of small business participation as either prime or subcontractors. Small businesses should indicate their small business status (see FAR Part 19) in their capability statement. This RFI is intended for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. This RFI is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and no award will be made as a result of this notice. The Government is not obligated to and will not pay for information received in response to this notice. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Respondents will not be notified of the results of this RFI notice. The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. The Government may contact RFI respondents requesting additional information and modeling information to substantiate modeling capabilities. When/if the Government issues an RFP, interested parties will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this RFI. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
