Description
This is a Notice of Intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health, Clinical Center (CC) intends to award a firm-fixed-priced purchase order to Illumina, Inc., Bedford, San Diego, CA 92122-4616 on a sole source basis to acquire two (2) NextSeq 1000 Sequencing Systems. The NextSeq 1000 Sequencing System is an integrated system for the automated generation of DNA clonal clusters by bridge amplification, sequencing, primary analysis, and secondary analysis. These NextSeq 1000 sequencers will replace an existing five-year older model of Nextseq 550 sequencer. There is a need for a new system that can run the current assays and upgrade to a scalable instrument with a more flexible workflow. The new system must be compatible with present reagents and consumables validated for clinical research and the current software and analysis workflow. They cannot be interchanged with any other manufacturer's instrumentation or reagents. The new system is also compatible with the data analysis software currently used. Illumina, Inc. is the only vendor/manufacturer that can provide the instrument that can replace the already existing instrument required for patient testing. Illumina's sequencers have been evaluated and qualified for testing the various types of next-generation sequencing assays for many years in research and clinical laboratory settings. Any change would involve evaluating new testing for every type of test against the manufacturer's specifications for many months, retraining staff, and creating standing operating procedures. The North American Industry Classification System (NAICS) for this procurement 334516. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source.
