- INTRODUCTION The Naval Air Systems Command (NAVAIR), in support of PMA-261 H-53 Heavy Lift Helicopters Program Office, is seeking sources that have the capability, experience, and facilities required to support development and integration of improved inboard and outboard roller kits for the CH-53K. �The Contractor shall develop, fabricate, produce, deliver first articles, and support testing of The Improved Inboard and Outboard Roller kit for the cargo floor of CH-53K Helicopter. The contractor shall deliver up to (4) flight worthy kits of The Improved Inboard and Outboard Roller a total of 2,000 rollers in accordance with drawings RK06070077-1A and RK06070087-1A and CH-53K Production Air Vehicle Specification (P-AVS) PMA-261/53K0001, which can be provided upon request. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND PMA-261 requires the CH-53K to have an internal cargo system capable of accommodating both standard USMC 40� x 48� wooden warehouse pallets and 463L full pallets. This effort is to develop, fabricate, produce, and integrate the Improved Inboard and Outboard Rollers into the existing floor. Rollers need to have the correct pitch to maintain the waterline of the floor. Durability issues with the current Inboard Roller kits have yielded a steady decrease in the required performance and capabilities of the Inboard Roller. These issues, in turn, have resulted in a steady decrease in reliability, resulting in higher demand for Inboard Roller kit rework, overhaul, and procurement to maintain the fleet's readiness posture. ELIGIBILITY The applicable NAICS code for this requirement is 336411 with a Small Business Size Standard of 1,250 employees. The applicable product service codes are 1520, Aircraft Rotary Wing. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size. ANTICIPATED PERIOD OF PERFORMANCE The planned period of performance will be less than 24-months. Assume an earliest contract award date of May 2024. ANTICIPATED CONTRACT TYPE Fixed-price and cost-reimbursement contract types are anticipated. REQUIRED CAPABILITIES The rollers shall be designed in accordance with drawings RK06070077-1A and RK06070087-1A.� The rollers shall be designed to meet the cargo loading requirements defined in Section 3.4.3.1 of the CH-53K Production Air Vehicle Specification (P-AVS) PMA-261/53K0001. Additionally, the anticipated efforts associated with the new roller system will include, but are not limited to: program management, logistics support, design, non-recurring and recurring engineering, prototype and testing of improved systems, engineering change proposals, modification kits, and delivery of technical data. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 12 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the tasking listed under the required capabilities. This documentation must address at a minimum the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), UEI number, and a statement regarding current small/large business status. Prior/current corporate experience performing efforts of similar size and scope to the tasking described under �Required Capabilities� within the last three years, including contract numbers, contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract related to those tasks. � Management approach to staffing this effort with qualified personnel. Statement regarding capability to obtain the required industrial security clearances for personnel. Company's ability to begin performance upon contract award. What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, please cite contracts and teaming arrangement. What specific technical skills does your company possess which ensures capability to perform the tasks? If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in required capabilities. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office location, CAGE code, UEI number, etc. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements.
