- Description
- The Acquisition Management Division (AMD) at the National Institute of Standards and Technology (NIST) intends to procure an Ion Reference Gauge under a Firm Fixed Price Purchase Order using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13).� The mission of Thermodynamic Metrology group is to maintain and disseminate pressure from the ultra-high vacuum to above atmospheric pressure.� The group is currently upgrading the ionization gauge calibration service (IGCS).�� Accurately measuring high-vacuum pressure (Pa to Pa) and ultra-high vacuum pressure (Pa to Pa) is a significant challenge. The work-horse gauge in these pressure ranges is the ionization gauge. Most ionization gauge designs exhibit significant sensitivity drift over time and therefore require frequent recalibration.� To assess the quality of the IGCS, we maintain a suite of in-house ionization gauges that are repetitively calibrated. The repetitive calibration runs allow us to confirm that the IGCS is, generally, operating properly. However, our current gauge suite lacks the accuracy and reproducibility to provide long-term consistency checks on the IGCS. Newly developed reference ionization gauges exhibit accuracy and reproducibility sufficient for such long-term consistency checks. Acquiring these reference gauges will significantly improve the reliability and quality of the IGCS.� To achieve our goals for the IGCS, the reference ionization gauge must have accuracy of 1 % or better. The reference gauge must also have a repeatability of 1 % or better across multiple pump down cycles. Sufficient long-term stability of the ionization gauge reading requires that the gauge be designed according to ISO/CD TS 6737.�� � The system shall meet or exceed the minimum requirements identified below. All items must be new.� Used or remanufactured equipment will not be considered for award. Experimental, prototype items will not be considered.� The use of �gray market� components not authorized for sale in the U.S. by the proposer is not acceptable.�� All line items shall be shipped in the original manufacturer�s packaging and include all original documentation and software, when applicable.��� The required Ion Reference Gauge must meet the following technical specifications:� Reference Ionization Gauge� The reference ionization gauge shall have sensitivity to N2 gas of at least 29/mbar.� The reference ionization gauge shall have a typical accuracy for N2 gas of +/- 1 % or better.� The reference ionization gauge shall have a typical repeatability for N2 gas of 1 % or better.� The reference ionization gauge shall have an electrode system configuration according to ISO/CD TS 6737 or ISO/WD TS 6737.� The reference ionization gauge shall have a measurement range from 10-6 Pa (or lower) to 10-2 Pa (or higher).� The reference ionization gauge shall include an intermediate magnetic shield to allow it to operate in any orientation with respect to the local magnetic field.� The reference ionization gauge controller shall be included with the reference ionization gauge.� A heat-resistant cable, at least 5 m in length, to connect the reference gauge to the gauge controller shall be included with the reference ionization gauge.� A digital instruction manual shall be included with the reference ionization gauge controller.�� Graphical User Interface (GUI) software shall be included with the reference ionization gauge.� USB and CAT III cables to connect the reference ionization gauge controller to a computer shall be included.� Market research was conducted and the only system able to meet all the specifications provided above is the system manufactured by Inficon.� Inficon confirmed AOTA VAC LLC is the area direct sales representative.��� The North American Industry Classification code for this acquisition is 334513, Instruments and related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with 750 employee's small business size standard.����� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� No solicitation package will be issued.� This notice of intent is not a request for competitive quotations.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
