Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented by FAR 13, with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018923QZ318. The proposed contract action is for commercial supply, in accordance with the Requirements Statement. This requirement is being solicited on a 100 percent small business set-aside basis. The NAICS code is 335921 - Fiber Optic Cable Manufacturing. The business size standard is 1,000 employees. The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and award a Single Firm Fixed Price (FFP) contract to the responsible vendor whose quote represents the best value after evaluation in accordance with the factors in the solicitation. REQUIREMENT: The United States Naval Observatory requires the supply of two general purpose, robust fiber optical frequency comb systems for their Precise Time Department. Within the Precise Time Department, the Clock Development Division is investigating various types of optical oscillator and optical clock technology, from optical local oscillators to fiber transfer of high purity optical signals to optical atomic frequency standards. As part of all these efforts, optical frequency combs, laser systems which coherently link the radio- and optical-frequency domains, are an essential tool. Services will be inspected and accepted at Destination by the Government. The anticipated delivery date is no later than 6 months from the award date. This requirement does not include options.
