Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Carnegie Mellon University (hereafter referred as CMU), of Pittsburgh, Pennsylvania, under the authority of 41 U.S.C. 3304(a)(1); Federal Acquisition Regulation (FAR) 13.106(b)(1)(a) for High-Quality Silicon Carbide Micro Ring Support Services for a total period of six-months. Background Information and Basis for Sole Source The Applied and Computational Mathematics Division (ACMD) at the National Institute of Standards and Technology (NIST) aims to develop quantum communication and network technologies that are capable of transferring, distributing, and storing quantum information, with the ultimate goal of realizing a quantum internet that supports distributed quantum computing and sensing. One main research direction of this project is to create high-performance entangled photon sources, which are considered as key resources for quantum communication and network. Recently, silicon carbide (SiC) has emerged as a promising material for integrated quantum devices. In collaboration with NIST and outside scientists, the project seeks to develop knowledge and expertise on an integrated, entangled photon source based on the SiC-on-insulator device platform. The small footprint and CMOS-compatible fabrication process of such a photon source makes it an ideal choice for the scalable implementation of fiber-based quantum communication and network.�� The main objective of the project covered by this requirement is to develop knowledge and expertise on an integrated, SiC-based entangled photon source. The entangled photon source is expected to work in the telecom band (~1550 nm), as the produced photon pairs should be suitable for fiber-based quantum communication and network applications. CMU is the only source capable of providing the required services and has extensive expertise and knowledge in SiC-based quantum/photonic device development and in the following subject areas integral for this requirement � Entangled photon sources Quantum device fabrication, measurement and management. Nanophotonics Nonlinear optics Design and efficient implementation of devices for communication systems No other source has the combination of expertise and knowledge possessed by CMU. Subsequently, there would be a high learning curve associated with any other source becoming familiar with the ACMD quantum communication and network projects. This would present a negative schedule and cost impact to ACMD � putting the ACMD mission in jeopardy. General Information The North American Classification System (NAICS) code for this requirement is 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 p.m. Eastern Time on August 18, 2023, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirement described herein may clearly and unambiguously identify their capability in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via e-mail to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
