- Description
- The 3rd BN (A), 1st SWTG (A) administers and conducts the Civil Affairs Qualification Course, including the Culmination Exercise, Operation SLUSS-TILLER (OST), consisting of three exercises a year. The CULEX is a human-engagement intensive, simulated military operation designed to test, evaluate, and assess CAQC students� baseline preparedness to join the operational force as 38S and 38R. Operation SLUSS-TILLER consists of two major phases: Competition Phase and Consolidation Phase. The Competition Phase simulates the most likely ARSOF CA missions CAQC students will conduct in a permissive environment supporting USSOCOM Directive 525-38, Civil Military Engagement. During this phase, CAQC student teams conducted engagements with community leaders in the counties surrounding Fort Liberty within the parameters of the CULEX scenario. Utilizing a commercial facility allows 3rd Battalion to add realism and differentiate the Competition Phase from the Consolidation Phase. This encourages student innovation and creativity, which is demanded of Civil Affairs Soldiers within the operational force. During the Consolidation Phase, CAQC student teams operate from FOB Memon-Ruiz on Camp MacKall in a post combat operations environment to simulate the hardest mission they may conduct as 38S and 38R. This contract seeks to improve and expand the CAQC CULEX, Operation SLUSS-TILLER, by placing an emphasis on the USAJFKSWCS 2030 strategy. The facility should be located withing 25 miles of Camp Mackall, NC, provide 24 hour utilization of facility to support scenario-based training with internet and latrines, ability to accommodate up to 130 personnel, provide continuous Wi-Fi and internet connectivity, and provide basic living utilities to include potable water and consistent electricity. Dates: 1 November 2023 � 31 October 2024 with one 12 month option period.
