- The Naval Facilities Engineering Systems Command (NAVFAC) Pacific will have an Industry Day for FY26 MCON P-676 POLARIS POINT SUBMARINE PIER, NAVAL BASE GUAM. P-676: This project constructs a new concrete fixed single deck submarine repair pier with ability to handle ammunition loading. The pier will provide berthing for four homeported SSN-774 Virginia Class (Block I-V) submarines. Alternatively, the pier can provide berthing for three SSN-774 and one AS-39/40 submarine tender with a nested SSN-774. The pier will support Type III Heavy Weather Mooring for the submarines and Type IIB Storm Mooring for the AS-39/40. The pier includes pile supported concrete deck with utility trench, mooring hardware, deck ramp, small boat dock for support vessels, separate berth for a berthing barge, mechanical utility piping and risers (potable water, fire protection, water, salt water, sewer, high-pressure and low-pressure compressed air, bilge oily water, and steam), drainage, electrical and telecommunication distribution system, conduit provisions for closed circuit television (CCTV), high mast pier lighting, lightning protection, power mounds and communication risers. Provides dredging to allow berthing of the design vessels. Construction scope and methods that will be required as part of this project include, but are not limited to: Deep marine foundations including marine pile driving Concrete tremie placement and offsite precast concrete construction delivery via barge, including the use of specialty marine concrete Dredging, including material with a potential for Munitions and Explosives of Concern (MEC) Quay wall/revetment construction Demolition of above and below water structures Civil site work (including grading, paving, retaining walls, and treatment of contaminated sediments) Building Construction Mooring hardware, capstans, and fender systems SCADA system installation for several buildings and operating systems Utility distribution modifications Natural (in-water) resource mitigation Handling and disposal of potentially hazardous or contaminated material Utility Services that will be expanded, upgraded, or repaired include: Electrical (lighting and distribution), fiber optic and telecommunications, potable water, salt water, fire protection, sanitary sewer, low and high pressure air, storm drainage and nitrogen. The government posted a set of drawings to SAM.gov on June 1, 2023 prior to the Industry Day event, which will allow prospective contractors to review the proposed concept. Details for the one-on-one breakout sessions to be provided after registration. Who: Contractors (general and specialist) with appropriate experience with construction, repair, and/or renovation of large waterfront projects including new pier and wharf structures, marine construction, dredging, primary and secondary electrical infrastructure, and suppliers of related equipment and materials. What: NAVFAC Pacific invites contractors to learn, ask questions, and provide feedback, both in a group and one-on-one setting, regarding the proposed Military Construction, Navy (MCON) project located at Polaris Point, Apra Harbor, Naval Base Guam. �NAVFAC will not answer any question considered sensitive (e.g. procurement info, CUI, etc.) at any time during the event. SAME Guam Post: The first day of the event (August 17) is organized in collaboration with the SAME Guam Post, at the Hilton in the Micronesian Ballroom. If you are participating and interested in joining for breakfast and lunch, please register at the link provided in this notice. See attached flyer for details. Online Comment Submission: Contractors are invited to submit questions and/or comments in advance of the Industry Day in writing in WORD format via electronic mail to Kylee Chun at kylee.k.chun.civ@us.navy.mil no later than August 10, 2023.� NAVFAC will not answer any question considered sensitive (e.g procurement info, CUI, etc).� Questions submitted as part of the �INDUSTRY FEEDBACK QUESTIONNAIRE� in response to Notice ID � N62742POLARISDRAFT� will not be considered unless submitted separately in WORD format via electronic mail to Kylee Chun at kylee.k.chun.civ@us.navy.mil no later than August 10, 2023, as instructed above. After Industry Day, Contractors may submit additional questions and/or comments via email to Kylee Chun at kylee.k.chun.civ@us.navy.mil no later than August 31, 2021. Any suggestions made may be incorporated in the solicitation.� Please do not share any proprietary information. All questions and responses will be posted publicly via the SAM.gov website.� NAVFAC will not answer any question deemed sensitive (e.g procurement info, CUI, etc). Registration Info To RSVP for the industry day, provide company name, physical address, Company POC, attendee email addresses, and telephone number to Kylee Chun (kylee.k.chun.civ@us.navy.mil), Contract Specialist, no later than August 10, 2023.�� Site Visit: A pre-proposal site visit has been scheduled for 17 August 2023, 2:00 p.m. Chamorro Standard Time (ChST).� This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions.� All Offerors (including those with DBIDS access credentials) interested in attending the site visit shall submit the following information and applicable forms attached to this notice: ����������� (1)� Base Access Pass Registration, SECNAV 5512 ����������� (2)� Base Access Request ����������� (3)� Either a U.S. Passport or REAL ID Act Driver�s License/ID Foreign Nationals shall also submit a copy of the following documents: ����������� (1)� Base Access Pass Registration, SECNAV 5512 ����������� (2)� Foreing National Passport ����������� (3)� I-94 Additionally, each attendee must furnish a copy of a valid ID with the completed forms (i.e. U.S. Passport, U.S. Permanent Resident Card, REAL ID Compliant ID, or Naturalization paperwork with photo ID). A second form of ID is required when submitting a Guam driver�s license (Acceptable IDs includes: U.S. Passport, Birth Certificate, Permanent Resident Card, Naturalization Certificate, and U.S Passport Card) The completed forms and copy of IDs shall be submitted to Kylee Chun at kylee.k.chun.civ@us.navy.mil on or before 3 August 2023, 2:00 p.m. Hawaii Standard Time.� The meeting place is to be determined and information will be emailed out to participants before the site visit. PLEASE BE INFORMED: If an attendee submits the application form after the specified due date, they may not be able to attend the site visit. The furnishing of the above information, including your Social Security Number is voluntary.� However, your failure to provide all or part of the information requested may result in the Government�s denial of access to the jobsite.� Any of the above information furnished by you and protected under the Privacy Act shall not be released unless permitted by law and/or you have consented to such release.� Contractor Breakout Sessions: Contractors are invited to one-on-one sessions with NAVFAC Pacific to provide feedback on P-676.� The Government will not respond to questions regarding P-676 during the sessions.� Please note that NAVFAC Pacific�s Designer of Record, MNDPI Pacific JV, will also be present during these sessions. Sessions will be conducted informally and all discussions will remain private (not posted to public). Contractors interested in the breakout sessions shall provide company name, physical address, Company POC, attendee email addresses, and telephone number to Kylee Chun (kylee.k.chun.civ@us.navy.mil), Contract Specialist, no later than August 10, 2023.� Please indicate if your firm intends to participate as a prime or subcontractor.� The number of sessions will be limited and priority will be given to interested Prime Contractors.� Contractors will be informed for the time for the sessions prior to August 17, 2023.
