- Electronic Security Surveillance System Upgrade Solicitation # 36C10E23Q0152 Consolidated RFI responses Are there any drawings of the site that have the cameras and door locations on them? Facility drawings and camera/door locations will be provided after award due to security concerns. Is there a total camera count? 91 Is there a total reader count for the access control doors? 56 How do we know what is working and what is not working currently? Answer: Avigilon has full connectivity with 44 of 91 cameras and CCure indicates only one card reader is not operational. LYNX will need to be fully configured after migration to the Virtual Server When is the bid due? Per the SOW What is the determining factor on what is to be replaced and what is to be reused? Answer: Industry standard and manufacture life expectancy with justification per the SOW Is the Software House CCure Software Support Agreement with Software House current? Answer: all SSA s are current Does the VA have an Avigilon Assurance plan in place? Answer: No Is the Lynx software support agreement in place and current? Answer: all SSA s are current The scope says all workstations must be Windows 10 or greater. Who is responsible for the computer hardware and providing the actual OS licensing and upgrades? Answer: CCURE and Avigilon monitoring stations licensing was up to date as of 2023 Are the servers for Avigilon, CCure, and Lynx physical or virtual servers? Who is responsible for upgrading the operating systems on those? Answer: Avigilon, Lynx and CCURE are physical servers, but the SOW calls for the migration of the lynx server to a virtual server that has been created and will be maintained by VBA Please define the Audio Recording System mentioned in the scope? Can you provide the basis of design for this? Answer: The system should allow for the monitoring of verbal interactions that take place at the main entrance between VA Police and individuals attempting access. Will the VA legal team be providing written approval for audio recordings on government property? Answer: audio recordings pursuant to the front entry security cameras covering the interactions with the VA Police should not require written approval however, the proper notification have been made and it will be obtained should the requirement arise. Will the 12-month warranty and service period begin immediately or after all obsolete/non-functioning hardware is replaced? Answer: The warrantee will begin after final acceptance and approved competed punch list. If we are to quote the replacement, obsolete, and deficient parts up front, we need the following items, at a minimum: Please provide the hardware panel report from CCure System is air gapped for security purposes. Current IStar panels are End of Life Please provide the reader report from CCure System is air gapped for security purposes. 56 listed readers. Please provide the input/output report from CCure System is air gapped for security purposes. Approximately 193 alarms listed. Please provide the Site Health report for all the Avigilon servers/NVR System is air gapped for security purposes. Server Version: 6.14.24.0 Server IP: 10.xxx.xxx.xx CPU Load: 2% Memory usage: 1804.8 MB System Available Memory: 9939.2 MB Up Time: 26 days, 11 hours, 45 minutes, 38 seconds Please provide the device count for the following existing items: Electronic Locking Doors 53 Magnetic locking doors: 3 Parking Gate Readers 3 PIV Readers 53 Access Control Panels 3 Technologies please confirm or specify which manufacturer you are using for the following Access is CCURE 9000 Intrusion is CCURE 9000 there are currently 193 input/output alarms configured in CCURE including physical duress buttons and motion sensors that will need to be configured and tested. Video Avigilon v. 2. The main issue reported by previous vendors is that the IP for each of the 47 non connecting cameras lies outside the current range in avigilon. All 47 are to be tested determined if they are within lifecycle then reconfigured or replaced with cameras of the same salient characteristics that conform to security standards. Total quantities please list the total headcount of devices for each technology that you are looking to replace or upgrade; of these totals how many devices per technology are needing to be replaced? Answer: Quantities answered in previous questions. Devices needing to be replaced is to be determined manufacture life expectancy along with industry standards and should be included in the justification provided to the VA after award. In reviewing the Access system, it was noted some access points require both a PIV and keycode to gain entrance. What quantity out of the total # of access doors require this added layer of security? Answer: There are 14 areas controlled by PIV/PIN Analytics It was mentioned that analytics were of interest for the CCTV system. Please list the types of analytic data you are interested in pulling from your CCTV. Answer: We will need the ability to recover video from the past 30 days and save it indefinitely and will need the ability to remove saved data from the server and provide it to third parties. Comms Is your Lynx system currently functioning properly? If not, please list the number of intercom/phone interfaces that would need to be serviced/repaired. Answer: We currently have 2000 server license and 200 KeyPro licenses of those licenses we expect that we will utilize approximately 1800 total. Once migrated to the Virtual Server the system will need to be configured and tested with updated notification requirements and profiles.
