- AMENDMENT I� The purpose of Amendment I is to extend the solicitation submission date� FROM: 8/15/2023 @ 1:00PM TO: 8/22/2023 @ 1:00PM. All other terms and conditions remain unchanged, as a result of this amendment.� Inquiry Questions & Responses are below. A Certificate of Analysis for the SRM 2711a is attached.� 1) Will EPA method 3051 be used for the homogeneity analysis of SRM 2711b? Response:�Method 3051 or 3051A can be used for extraction of elements in soils but will not necessarily result in total sample decomposition.� Extractable metal content will not be used for assessing material homogeneity.� For homogeneity analysis of total metal concentrations, the vendor could use solids analysis techniques like XRF or use soil digestion with hydrofluoric acid.� Typically, these types of measurements are used to assess sample homogeneity through sampling across the lot of produced and bottled material.� 2)�Can you provide the labs NIST intends to use for EPA method 3051 analysis? It would allow us to have the same labs do our testing. NIST is not specifying any laboratories to perform method 3051 or 3051a.� A vendor could choose to do these measurements or sub-contract to an ISO 17025 certified laboratory that has experience with soils analysis. 3) What is the exact list of elements that are required to be quantified? Please refer to the Certificate of Analysis for SRM 2711a, the previous issue material.� The exact list of elements to be quantified should be those listed in Tables 1, 2, and 3 (total element concentrations) and supplemental table A1 (extractable concentrations).�A copy of the SRM 2711a certificate is attached. 4) Is there a timeline for when the bottles will be available? The Office of Reference Materials, have assured they can order, clean, and deliver 2000 Four (4) oz wide mouth amber bottles in a short period of time.�� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � (END) COMBINED SYNOPSIS/SOLICITATION 1333ND23QNB640464 Trace Elements in Montana II Soil SRM 2711b This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2023-04 effective 6/2/2023. The associated North American Industrial Classification System (NAICS) code for this procurement is 115112, with a dollar amount of 9.5 Million. This acquisition will use full and open competition procedures. The National Institute of Standards & Technology�s (NIST) Inorganic Chemical Metrology Group requires Trace Elements in Montana Soil II Standard Reference Material (SRM) 2711b in accordance with the attached Statement of Requirements (SOR).
