- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM at sam.gov. The solicitation number for this is N0018923Q0502 and will be issued as an RFQ. This solicitation document incorporates provisions and clauses in effect through FAC 2023-04 (effective 06/02/2023) and DFARS Publication Notice (Effective 07/20/2023). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 513210 and the Small Business Standard is 47.0 (millions of dollars). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a Firm Fixed Price contract as a Total Small Business Set-Aside under the authority of FAR 13.003(b)(1). Responsibility and inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Center for Service Support (CSS) and Navy Chief of Information (CHINFO) require purchase of a tailored mobile application (app) that can distribute important unclassified information that is cleared by the Government to various groups within the Mass Communications Specialist Community for updated courses/materials, professional development enhancers/training, library, eGuides and improve communication across the domain. The application shall be compatible with IOS and Android devices, needs to be accessible through use of a quick response (QR) code and through the Navy App Locker (NAL) website, Apple app store, and the Google Play app store. Line Item Information: LINE ITEM: 0001 DESCRIPTION: CHINFO MC RATING APP EXTENDED DESCRIPTION: BASE PERIOD Annual Mobile Application in accordance with the Statement of Work (SOW) herein and valid for twelve (12) consecutive months. QTY: 1 UNIT OF ISSUE: Each LINE ITEM: 1001 DESCRIPTION: CHINFO MC RATING APP EXTENDED DESCRIPTION: OPTION PERIOD 1 Annual Mobile Application in accordance with the Statement of Work (SOW) herein and valid for twelve (12) consecutive months. QTY: 1 UNIT OF ISSUE: Each LINE ITEM: 2001 DESCRIPTION: CHINFO MC RATING APP EXTENDED DESCRIPTION: OPTION PERIOD 2 Annual Mobile Application in accordance with the Statement of Work (SOW) herein and valid for twelve (12) consecutive months. QTY: 1 UNIT OF ISSUE: Each Required Delivery Date: Mobile app shall be fully functioning 60 days after contract award, with 2 option years. Method of Payment: Wide Area Workflow (WAWF) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. Quoters are requested to include a completed copy of the provision at 52.212-3 (ALT 1), Offeror Representations and Certifications-Commercial Items, with the quote unless the representations and certifications have already been submitted online. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional FAR clauses cited in the clause are check marked as applicable to the acquisition. All clauses and provisions applicable to this requirement are included in the attached clauses and provisions. The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition. This announcement will close at 1000AM ET on THURSDAY, 17 August 2023.
