- The Defense Health Agency (DHA), on the behalf of the Under Secretary of Defense for Personnel and Readiness (USD (P&R)), is issuing a sources sought/notice of intent synopsis in accordance with the Defense Federal Acquisition Regulations (DFARS) Performance Guidance Instruction (PGI) 206.302-1, to identify potential sources having capability to provide unique health care assistance services to Department of Defense (DoD) Civilian employees located in Japan. �The Government anticipates that a solicitation and subsequent award will be made under the statutory authority permitting other than full and open competition, FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.� The results of this notice will be used to determine if this requirement will be solicited using other than full an open competition or full an open competition procedures. DISCLAIMER This notice is for informational purposes only. This is not a request for proposal (RFP). This notice does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers, and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary. PROGRAM BACKGROUND This requirement provides supplemental health care assistance for Department of Defense (DoD) Government civilian employees residing or working in Japan. CAPABILITIES Interested parties are required to provide the following supplemental health care assistance services: 1. Health care/provider finder services. 2. Establish comprehensive agreements with each Federal Health Benefit Plan (FEHBP) that provides coverage to DoD civilian employees located in Japan 3. Establish and Execute Direct Billing Agreements (DBAs) with a network of providers in Japan to provide cashless, claimless services to DoD Civilian Employees 4. Enable execution of DBAs on behalf of the FEHBP carriers 5. Pay host nation providers, on behalf of the FEHBPs, for health care delivered to eligible DoD Civilian employees at the time care is rendered 6. Obtain reimbursement from the FEHBPs for payments made to host nation providers for health care services� �� A DRAFT Performance Work Statement (PWS) has been included as an attachment with this notice. SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than three pages, font no smaller than 10 point) demonstrating ability to provide the services listed in the attached DRAFT PWS. Documentation should be in bullet format. No phone or email inquiries requesting a status of any potential future solicitations will be accepted, prior to the posting of that subject solicitation. Your response to this notice, including any capabilities statement, shall be electronically submitted to the Contracting Officer, Matthew Anderson (matthew.l.anderson18.civ@health.mil) in either Microsoft Word or PDF format via email no later than 12:00 PM, Mountain Time, August 29, 2023. Responses must reference this synopsis number in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. If your company has the potential capability to provide the required services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
